The impact of blue zones on traffic speed in Brno

Abstract:

Práce se zabývá vlivem modrých zón na rychlost dopravy v Brně. Město Brno od 1. 9. 2018 zavádí zónový parkovací systém. Parkovací zóny existují 3 (červená, zelená a modrá), zároveň jejich zavádění probíhá postupně. Cílem této práce je zjistit, zda má zónové parkování vliv na rychlost dopravy. Je vybrán ekonometrický model Difference in Differences a datum, kdy nastává treatment je 3. 8. 2020. V tento den byly již zavedeny všechny červené a zelené zóny. Jako kontrolní skupiny figurují města Bratislava a Olomouc. Je zjištěn statisticky významný rozdíl v situaci, kdy kontrolní skupinou je Bratislava. V případě, kdy kontrolní skupinou je Olomouc není zjištěn žádný statisticky významný rozdíl. Výsledky mohou být ovlivněny výrazným zvýšením rychlosti dopravy v Bratislavě poté, co se v Brně zavedly červené a zelené zóny. Výsledky také nelze interpretovat díky špatným výsledkům testu paralelnosti trendů a placebo testu.

Abstract:

The thesis deals with the influence of blue zones on traffic speed in Brno. The city of Brno is introducing a zone parking system from 1 September 2018. There are 3 parking zones (red, green and blue), while their introduction is gradual. The aim of this work is to find out whether the zone parking has an effect on traffic speed. The econometric model Difference in Differences have been chosen for this work. The start of treatment is on 3 August 2020. On this date all red and green zones have already been introduced. The control groups are the cities of Bratislava and Olomouc. A statistically significant difference is found when Bratislava is the control group. No statistically significant difference is found when the control group is Olomouc. The results may be affected by the significant increase in traffic speed in Bratislava after the introduction of red and green zones in Brno. The results are also not interpretable due to poor results of the parallel trends and the placebo test.
