The application of multi-vector foreign policy in Ukraine during the presidencies of Kuchma and Janukovych

Abstract:

Ukrajina z geopolitického hlediska se nachází na rozhraní mezi Evropskou unií a Ruskou Federací. Ve volbách r. 2010 zvítězil bývalý premiér Viktor Janukovyč, který je považován za proruského politika, lze ale hovořit spíše o pokračování v multivektorové politice, zvolené za bývalého prezidenta Leonida Kučmy, který byl ve funkci mezi lety 1994-2005. Cílem této bakalářské práce bude definování samotného pojmu „multivektorové zahraniční politiky“ v kontextu Ukrajiny, provedení její následné komparace za prezidentství Kučmy a Janukovyče. Strategie teto politiky se v některých aspektech liší, přesto je u nich možné nalézt řadu společných elementů. Při komparaci budou brány v úvahu jednotlivé elementy multivektorové politiky: západní vektor (ukrajinská politika vůči NATO a EU) a východní vektor (především ukrajinská politika vůči Ruské Federaci. K závěru dospěji pomocí následujících výzkumných otázek: Jak se projevovala multivektorová zahraniční politika v době vlády obou prezidentů? Z jakých důvodů byla zvolena oběma prezidenty? Jaké jsou společné a rozdílné rysy v jednotlivých elementech multivektorové zahraniční politiky v době prezidentství Kučmy a Janukovyče?

Abstract:

In terms of geopolitics Ukraine is centrally located between the European Union and the Russian Federation. During elections 2010, the former Prime Minister of Ukraine Viktor Janukovych left behind other candidates and was elected the next president. Janukovych is considered as a pro-Russian politician, despite that we can rather talk about the application of multi-vector foreign policy, which was first introduced by the former president Leonid Kuchma during his presidential years 1994-2005. The aim of this bachelor thesis is to define the "multi-vector foreign policy" term in context of Ukraine. The next aim is to compare multi-vector foreign policy during the presidencies of Kuchma and Janukovych. Policy of Kuchma and Janukovych differs in certain respects, however both have a few common features. A few distinct aspects of multi-vector foreign policy will be considered when comparing them: the western vector (Ukrainian policy towards NATO and EU) and the eastern vector (Ukrainian policy towards the Russian Federation mainly). The conclusion should answer the following research questions: What was the way the multi-vector foreign policy was declared during the period of presidency of two leaders of the country? Why did both presidents choose it? What are the similarities and differences between multi-vector foreign policy under the presidency of Kuchma and Janukovych?
