The reformation of public finances in the CR

Abstract:

Předmětem mé bakalářské práce „Reforma veřejných financí v ČR“ je komparace současného stavu sociálních dávek a stavu předcházejícího přijetí zákona o stabilizaci veřejných rozpočtů, který je účinný od roku 2007. Přijetím tohoto zákona by se mělo začít bojovat proti nekontrolovatelnému nárustu výše sociálních dávek a současně zabránit rozpínavosti mandatorních výdajů, které zatěžují náš státní rozpočet a mohly by mít i negativní vliv na vstup do měnové unie, který je podmíněn splněním rozpočtových a měnových kritérií. V první část bakalářské práce se zaměřím na přiblížení teoretických pojmů z oblasti veřejných financí jako takových a souvisejících pojmů. Důraz kladu na státní rozpočet jako hlavní část veřejných rozpočtů. Druhá část bakalářské práce je věnována podrobnému popisu změn v resortu sociálních záležitostí. V poslední, závěrečné části především zanalyzuji dopady současné reformy, jejíž nejdůležitější část začala působit začátkem minulého roku.

Abstract:

The subject of my thesis "The reform of public finances in the Czech Republic" is a comparison of the current state of social security benefits and state preceding the adoption of the stabilization of public budgets, which is effective from 2007. The adoption of this law should start to combat unchecked increase in the social benefits and to prevent expansionism mandatory expenditures, which burden our state budget and could have a negative impact on entry into the monetary union, which is subject to compliance with the budgetary and monetary criteria. In the first part of thesis focus on the approach of theoretical concepts of public finance as such and related concepts. Emphasis is on the state budget as a major part of public budgets. The second part of thesis is devoted to a detailed description of changes in the department of social affairs. In the past, especially the final section analyzes the effects of the current reforms, the most important part to act started at the beginning of last year.
