V roce 1994, když skončila válka v Náhorním Karabachu, tak vznikl de-facto stát Náhorní Karabach. Tento stát má své vlastní instituce a obranné síly. Zamrzlý konflikt nebyl dosud vyřešen a násilí v oblasti roste. In 1994 when the War in Nagorno Karabakh has ended there has been found de-facto state in Nagorno Karabakh. This state has its own institutions and defense forces. The frozen conflict has not been settled and the violence in the area is rising.
