V první části bakalářské práce jsou vysvětleny pojmy důležité pro pochopení problematiky. Druhá část se věnuje reformám územní správy v zahraničí a vývoji územní správy v Československu od roku 1989 a v ČR do zahájení reformy. Třetí část je tvořena popisem 1. fáze reformy územní správy.
