Abstract:

Tato diplomová práce se zabývá jednou z důležitých součástí regionálního rozvoje a to územním plánováním a negativními vlivy souvisejícími s rozvojem města, zejména z hlediska vývoje zástavby okrajových částí města. Konkrétně je zaměřena na zhodnocení vývoje suburbánního prostoru středně velkého města, tedy obce s rozšířenou působností (ORP), města Dobříš a zhodnocení stavu naplňování územního plánu v suburbánních lokalitách města. Má také identifikovat klíčové problémy v těchto lokalitách a navrhnout jejich řešení. První, teoretická část diplomové práce, je zaměřena zejména na seznámení s hlavními pojmy dění v urbánním prostoru města a hlavními urbanizačními procesy, zejména s procesem suburbanizace. Také nás seznámí s legislativním rámcem územního plánování v ČR, se stavebním zákonem, s územním plánováním a stavebním řádem a s hlavními nástroji územního plánování. Druhá, praktická část diplomové práce, je zaměřena na historii a specifika územního plánu obce Dobříš, která předznamenala vznik a vývoj suburbánních lokalit v okolí města. Dále jsou vybrána 4 referenční města, která mají stejné parametry jako město Dobříš, aby bylo možné zjistit, jak je naplňován územní plán v suburbánních oblastech v těchto městech a výsledky místního šetření porovnat s výsledkem místního šetření ve městě Dobříš. Dále pak tato praktická část navrhuje konkrétní způsoby řešení problémů v jednotlivých suburbánních lokalitách města Dobříš s doporučením pro rozhodovací orgány, jak by bylo vhodné dále postupovat.

Abstract:

This diploma thesis deals with one of the more important components of regional development, namely spatial planning and the negative influences related to city development, especially in terms of the development of suburbs. Specifically, it focuses on the evaluation of the development of the suburban area of a medium-sized city, ie a municipality with extended powers (ORP) of the town of Dobříš and the evaluation of the state of implementation of zoning plans in suburban localities of the city. It also identifies key issues in these localities and propose solutions to these issues. The first, theoretical part of the diploma thesis is focused mainly on getting acquainted with the main concepts of events in the urban space of the city and the main urbanization processes, especially with the process of suburbanization. It will also acquaint us with the legislative framework of spatial planning in the Czech Republic, with the Building Act, with spatial planning and building regulations and with the main tools of spatial planning. The second, practical part of the diploma thesis is focused on the history and specifics of the zoning plan for the village of Dobříš, which foreshadowed the emergence and development of suburban localities around the city. Next, 4 reference cities are selected that have the same parameters as the town of Dobříš in order to find out how the zoning plan is being implemented in the suburban areas in these towns and to compare the results of the local surveys of these towns with the result of the local survey in the town of Dobříš. Furthermore, this practical part proposes specific ways of solving problems in individual suburban localities of the town of Dobříš with recommendations for decision-making bodies. How it would be appropriate to proceed.
