Regional-geographical differentiation of gambling in the Czech Republic

Abstract:

Disertační práce se zabývá prostorovou diferenciací hazardu na území České republiky, která patří mezi státy s nejvyšším relativním počtem provozovaných hracích zařízení na světě. Primárním cílem předkládané práce je analyzovat a interpretovat základní geografické aspekty hazardních her na území České republiky. Ačkoliv práce zachycuje dlouhodobý vývoj jednotlivých druhů hazardních her, největší pozornost je věnována období 2005–2015, ve kterém došlo k výrazným legislativním změnám. Jednak se kompletně změnil systém finančních odvodů, jednak bylo obcím přiznáno právo na regulaci všech typů hracích zařízení a kasinových sázkových her. Hazard a jeho vybrané aspekty jsou hodnoceny na všech měřítkových úrovních, tj. na úrovni mezinárodní, krajské, správních obvodů obcí s rozšířenou působností i samotných obcí a jejich vnitřních struktur (zaměřeno na Olomouc, město s dlouhodobě vysokým počtem hracích zařízení). Data o provozovaných hazardních hrách jsou v detailnějším členění dostupná až od konce roku 2009. Přesto bylo možné za pomoci jiných sekundárních dat odhadnout prostorovou diferenciaci hracích zařízení i pro dřívější období. Běžně dostupná data o konkrétních aspektech hazardních her byla doplněna také o vlastní terénní šetření (Olomouc) i dotazníkové šetření provedené elektronickou formou. To bylo zaměřeno na výzkum názorového klimatu starostů obcí České republiky na provozování hazardních her v jejich obcích. V české odborné literatuře týkající se hazardu nebylo dosud publikováno velké množství prací. Geografické přístupy a koncepty umožňují zkoumat fenomén hazardních her v rámci své časoprostorové diferenciace. Koncentrace provozoven hazardních her, ale i jejich konkrétní lokace v prostoru, zásadním způsobem ovlivňuje dostupnost příležitostí k participaci obyvatelstva na hazardních hrách. Výsledky práce tak přispívají k poznání v posledních letech velmi medializované problematiky hazardních her a jejich souvislostí.

Abstract:

The dissertation deals with the spatial differentiation of gambling in the Czech Republic which ranks among the countries with the highest relative number of operated gambling machines in the world. The main aim of the work is to analyse and interpret some basic geographical aspects of gambling in the area of the Czech Republic. Although the dissertation shows the long-term development of different gambling types, the biggest attention is devoted to the period 2005–2015 when important legislative changes took place. Firstly, the system of levy was completely changed and secondly, the municipalities were given the right to regulate all kinds of gambling machines and casino betting games. Gambling and its chosen aspects are evaluated at all scale levels, i.e. at international, regional and district level of municipalities with extended powers as well as of autonomous municipalities and their internal structures (focused on Olomouc which has been the city with a high number of gambling machines for a long time). The data on operated gambling in more detailed classification have not been accessible till the end of 2009. Despite this, it was possible to estimate the spatial geographical differentiation of gambling machines for the earlier period as well, mainly with the aid of secondary data from the other areas of gambling-related issues. Currently accessible data on specific aspects of gambling were completed by personal field research as well as by electronic questionnaire survey. The latter was concentrated on Czech mayors´ view about running the gambling in their municipalities. There have not been published a lot in the Czech academic literature dealing with gambling. Geographical attitudes and concepts enable to study the phenomenon of gambling within its space-time continuum. A concentration of casinos as well as their location in the area are important factors that influence the inhabitants´ accessibility of opportunities to gambling. This dissertation thus contributes to the cognition of gambling issues and their context that have been heavily medialized in recent years.
