Analysis of humanitarian projects of the Ministry of Foreign Affairs of the Czech Republic

Abstract:

Tato diplomová práce se zabývá humanitární pomocí zprostředkovanou Ministerstvem zahraničních věcí České republiky. Představuje charakter tohoto typu pomoci a odlišuje jej od zahraniční rozvojové spolupráce. Pozornost je věnována druhům humanitárních krizí a fázím humanitárních intervencí. Dále se práce zabývá vývojem humanitární pomoci v České republice i ve světě. Uvádí působnost globálně nejvýznamnějších mezinárodních organizací a následně se zaměřuje na nestátní neziskové organizace působící v České republice. Z pohledu největších světových donorů, uvádí dvacet zemí, které nejvíce přispívají na humanitární pomoc ve světě. V neposlední řadě se zabývá vývojem české humanitární pomoci a představení Ministerstva zahraničních věcí České republiky. V rámci hodnocení angažovanosti ministerstva vychází z poskytnutých dokumentů a sleduje humanitární pomoc z hlediska oblastí, zemí, příčin, financí, typu pomoci, podílu nestátních neziskových organizace a dotačních řízení. Při analytickém zpracování autorka vychází z vlastní vytvořené datové sady humanitárních projektů Ministerstva zahraničních věcí České republiky v období let 2002 až 2017. V závěru poukazuje na vnímání humanitární pomoci z pohledu českých občanů, na limitující výši vládního rozpočtu a priority Vlády České republiky.

Abstract:

This thesis deals with humanitarian aid mediated by the Ministry of Foreign Affairs of the Czech Republic. It represents the nature of this type of aid and distinguishes it from foreign development cooperation. Attention is paid to the types of humanitarian crises and phases of humanitarian interventions. Furthermore, the work deals with the development of humanitarian aid in the Czech Republic and the world. It presents the activities of globally most important international organizations and subsequently focuses on non-governmental non-profit organizations operating in the Czech Republic. From the perspective of the world's largest donors, it lists twenty countries that contribute most to humanitarian aid in the world. Last but not least, it deals with the development of Czech humanitarian aid and the presentation of the Ministry of Foreign Affairs of the Czech Republic. As part of the evaluation of the Ministry's involvement, it relies on the documents provided and monitors humanitarian aid in terms of areas, countries, causes, finances, type of aid, non-governmental non-profit organizations and grant procedures. In the analytical work, the author draws on its own data set of humanitarian projects from the Ministry of Foreign Affairs of the Czech Republic between 2002 and 2017. In conclusion, the author points out the perception of humanitarian aid from the perspective of Czech citizens, the limiting amount of government budget and the priorities of the Government of the Czech Republic.
