Estimation of costs related to the developing of the common armed forces of the EU

Abstract:

V kontextu stanovení politického a strategického směřování Evropské unie je otázka zajištění kolektivní obrany za podmínky nákladové efektivnosti podstatným aspektem. Tato diplomová práce je zaměřena na představení možných formátů vojensko-politické spolupráce v rámci Evropské unie, přičemž ústředním cílem je identifikace minimálních nákladů, které by potenciálně souvisely s jednotlivými modely spolupráce. V rámci práce bylo prozkoumáno současné organizační zabezpečení spolupráce v oblasti obrany na úrovni EU a faktory, které přispěly k jeho formování, stanoveny potenciální implikace možné hlubší integrace vojenských struktur členských států EU, definovány modely spolupráce na úrovni EU v závislosti na míře integrace ozbrojených sil členských států EU, analyzován vliv ekonomických faktorů na finanční možnosti členských států a vyčíslena finanční náročnost jednotlivých forem spolupráce v oblasti obrany pro jednotlivé členské státy EU. Cílovým výsledkem je srovnání celkových minimálních nákladů jednotlivých modelů vojensko-politické spolupráce v rámci EU.

Abstract:

In the context of determination of political and strategic course of the European Union a question of provision of collective defence while ensuring cost efficiency is a substantial issue. This thesis aims at the presentation of possible formats of military-political cooperation in terms of the European Union, where the key objective is to identify the minimal costs that could be potentially connected to the particular models of cooperation. In terms of this thesis there was scrutinized a contemporary organization of defence cooperation on the EU level as well as factors that contributed to its formation, determined potential implications of possible deeper military integration of the EU member states, defined models of cooperation on the EU level depending on the integration degree of the EU member states’ armed forces, analyzed influence of economic factors on the EU member states’ financial capacities and calculated the financial costs of particular forms of cooperation for single EU member states. The research result is a comparison of total minimal costs of single forms of military cooperation in terms of the EU.
