The Use of Official Development Assistance in Preventing Violent Extremism

Abstract:

Cílem práce je zjistit, zda a za jakých podmínek může mezinárodní rozvojová pomoc přispět k prevenci násilného extremismu. Práce nejprve identifikuje čtyři strategie, pomocí kterých může být mezinárodní rozvojová pomoc k prevenci terorismu uplatněna. Buď je to zlepšení obecných životních podmínek, které vytvářejí podhoubí pro nábor teroristů; nebo je to cílená motivace pro mírování vyjednávání s teroristickými skupinami; nebo jsou to specifické programy zaměřené na skupiny populace ohrožené náborem do teroristických organizací; nebo je to podpora cizího státu a motivace, aby bojoval s terorismem na svém území. Programy uplatněné v takto rozdílných kontextech by se měly řídit osmi základními principy: cílit co nejpřesněji na ohroženou skupinu a do oblasti, kde může rozvojová pomoc mít největší dopad; zajistit podíl a vlastnitctví rozvojových programů cílovou populací; zajistit udržitelnost projektu; zajistit dostatečnou kapacitu a dostatečně motivovat příjemce projektu; vyhnout se ideologickým roztržkám, které by mohly popudit příjemce; připravit se na možnost atraktivních alternativních zdrojů dostupných příjemci; a neatomizovat cílovou populaci. Tyto principy byly metodou případové studie testovány na dvou konkrétních projektech: projekt PEGASE EU na Západním břehu Jordánu, a projekt ESRA USA v Pákistánu. Výsledky případových studií zjistily, že ani jeden z projektů pravděpodobně nebude účinný v prevenci terorismu.

Abstract:

Drawing from a wide body of literature on terrorism studies and foreign aid, the work identifies four strategies to address violent extremism with foreign aid. They either address structural conditions that allow for recruitment into militant organizations for lack of other opportunities; or they can be used as an incentive in a peace process with insurgent groups; or they can work through specific programs, tailored to local context and targeted at groups of potential recruits ‘to win their hearts and minds’; or they can be given to national governments to provide them with resources and motivation to crack down on terrorists in their countries. Programs deployed in these diverging contexts should observe eight principles: target the most vulnerable groups; and disburse aid in sectors where it will be most efficient; ensure ownership of the aid programs by the recipient; prepare exit strategies and ensure sustainability; make sure there is enough commitment and capacity on the side of the recipient; avoid ideological tensions which might result in alienation of the recipient community; make adjustments to successfully compete with alternatives available to the recipients; and treat communities holistically to prevent unnecessary individualisation. These principles were then tested on two foreign aid programs in two countries: EU PEGASE program in the West Bank and Gaza, and US ESRA program in Pakistan, using the method of a single case study. The analysis pointed out that neither of the two programs are likely to achieve tangible results in preventing violent radicalisation.
