The problem of coherence in the EU foreign policy after the Lisbon Treaty: case study of restriction on Iranian nuclear programme

Abstract:

Jedním z cílů Lisabonské smlouvy bylo zajištění větší koherence a efektivity EU ve vztahu k vnějším akcím a tvorbě Společné zahraniční a bezpečnostní politiky (SZBP), a to skrze zavedení nových institucionálních reforem. Cílem bakalářské práce je prostřednictvím kvalitativní analýzy relevantních dokumentů, zahrnující závěry vybraných institucí EU a oficiální vyjádření vybraných aktérů, zjistit, zda byla SBZP EU ve zkoumané oblasti koherentní či nikoliv. Koherence aktérů bude zkoumána na dvou úrovních - institucionální a vertikální, tedy na úrovni institucí EU a na úrovni vybraných členských států - Francie, Velké Británie a Německa a na konkrétním případu, jenž se týká vyjednávání o omezení íránského jaderného programu.

Abstract:

Ensuring coherence and greater efficiency in creation of the external action and EU Common Foreign and Security Policy was one of the main goals of the institutional changes that were put forward by the Lisbon Treaty. Therefore, this thesis aims to prove whether the EU CFSP was coherent in the case of negotiation on the Iranian nuclear programme. By conducting a qualitative analysis of relevent documents that comprise both official conclusions of the chosen EU institutions and official statements of the chosen actors, I will examine the coherence of the foreign policy actors on two levels – institutional and vertical. While the institutional level focuses on the coherence of the EU institutions, the vertical level focuses on coherence of posititons of the EU members states, specifically the UK, Germany and France.
