Participation in public health insurance in the Czech Republic

Abstract:

Diplomová práce se zabývá problematikou zdravotního pojištění cizinců ze třetích zemí, kteří nemají nárok na účast v systému veřejného zdravotního pojištění České republiky. Hlavním cílem je odhadnout ekonomické dopady pro stát, pokud by cizinci byli zařazeni do systému veřejného zdravotního pojištění České republiky. Práce zpočátku informuje o systému veřejného zdravotního pojištění České republiky, následně je pozornost zaměřena na problematiku zdravotního pojištění cizinců ze třetích zemí, kteří mají povinnost platit komerční pojištění. V diplomové práci dochází k odhadu potenciálních příspěvků, které by měly být do systému těmito osobami odvedeny a odhad nákladů na zdravotní péči těchto osob. V souladu s provedeným výzkumem lze říci, že by zařazení cizinců ze třetích zemí do veřejného zdravotního systému České republiky mělo pozitivní dopad na bilanci tohoto systému.

Abstract:

This master thesis deals with the issue of health insurance of foreigners from third countries who does not participate in the public health insurance system of the Czech Republic. The main goal is to estimate the economic impacts for the state if foreigners were included in the public health insurance system of the Czech Republic. The work informs about the system of public health insurance of the Czech Republic, then attention is focused on the issue of health insurance of foreigners from third countries who are required to pay commercial insurance. The master thesis estimates the potential contributions that should be paid to the system by these persons and estimates the costs of health care for these foreigners. In line with the research, it can be said that the inclusion of foreigners from third countries in public health insurance would have a positive impact on the balance of this system.
