EU energy policy in the context of the Czech Presidency

Abstract:

Energetická politika je jednou z nejdůležitějších politik ať už na úrovni jednotlivých států nebo Evropské unie jako celku. Téměř žádný evropský stát nemá dostatek vlastních zdrojů energetických surovin jako je ropa nebo zemní plyn a musí zajistit dodávky těchto surovin z jiných zemí. Tento problém řeší i EU, která se snaží zajistit bezpečné dodávky energií pro své členské státy. Členské státy mohou ovlivňovat politiky EU prostřednictvím výkonu předsednictví v Radě EU. První část práce je zaměřena na energetickou politiku EU a zahrnuje její formování od jejího počátku. Druhá část se zabývá obecně institutem předsednictví v Radě EU, jeho základními principy a jeho významem pro národní státy. Závěrečná část analyzuje průběh českého předsednictví se zaměřením na energetiku. Cílem práce je analyzovat priority českého předsednictví v oblasti energetiky a na základě dosažených cílů zhodnotit úspěšnost předsednictví.

Abstract:

Energy policy is one of the most important policies within the EU, whether it is considered from national or all-European point of view. Almost no European state has sufficient reserves of natural resources such as oil or natural gas and so most of them have to ensure supplies of the resources from other countries. As a result, the EU tries to solve this problem, as well as to ensure secure energy supplies for its member states. Each member can influence EU policies through the Presidency of the Council of EU. The thesis is divided into three parts. The first part deals with the EU energy policy and includes the history of its formation. In the second part, the Presidency of the Council of EU as well as its importance for particular states and the basic principles are described. The final part analyzes the Czech Presidency with focus on energetics. The aim of this thesis is to analyze priorities of the Czech Presidency in the field of energy and to evaluate the success of Czech Presidency based on their achievements.
