Economics of crime: quantification of the costs of forced evacuation of the premises of the University of Economics in Prague in 2018-2022

Abstract:

Bakalářská práce se zabývá celkovými ekonomickými náklady vyplývajícími z nucených evakuací areálů Vysoké školy ekonomické v Praze v letech 2018–2022. Teoretická část za použití hloubkové rešerše definuje kriminalitu v České republice, popisuje, jaké je historické propojení práva a ekonomie a začátky ekonomie kriminality. Vysvětluje model ekonomie kriminality a zmiňuje autory, kteří na něj navázali. Součástí je dále teorie hodnocení nákladů zločinu, kde popisuje kvantifikaci nákladů zločinu a jaké druhy nákladů existují. Praktická část aplikuje poznatky z teoretické části do praxe za využití kvantifikační analýzy, komparace dat a terénního výzkumu. Hlavní náplní je aproximace celkových ekonomických nákladů nucených evakuací, které jsou v práci rozdělené na přímé a nepřímé. Dále je sledován vývoj celkových ekonomických nákladů jednotlivých případů v průběhu let 2018–2022. Součástí je dotazníkové šetření, které je zaměřeno na náklady studentů a zaměstnanců a jeho výsledky jsou závěrem praktické části interpretovány a začleněny do vzorce celkových ekonomických nákladů. Závěr bakalářské práce analyzuje důvody pozitivního a negativního vývoje celkových ekonomických nákladů a potvrzuje hypotézu, že nepřímé náklady nucených evakuací jsou vyšší než náklady přímé.

Abstract:

The bachelor thesis deals with the total economic costs resulting from forced evacuations of the campuses of the University of Economics in Prague in the years 2018-2022. The theoretical part defines crime in the Czech Republic using in-depth research, describes the historical connection between law and economics and the beginnings of the economics of crime. It explains the model of the economics of crime and mentions the authors who built on it. It also includes a theory of crime cost assessment, describing the quantification of the costs of crime and what types of costs exist. The practical part applies the knowledge from the theoretical part to practice using quantification analysis, data comparison and field research. The main focus is the approximation of the total economic costs of forced evacuations, which are divided in the thesis into direct and indirect costs. In addition, the evolution of the total economic costs of each case over the period 2018-2022 is monitored. A questionnaire survey focusing on the costs of students and staff is included and the results are interpreted and incorporated into the total economic cost formula at the end of the practical part. The conclusion of the thesis analyses the reasons for the positive and negative evolution of total economic costs and confirms the hypothesis that the indirect costs of forced evacuations are higher than the direct costs.
