National states vs. the common foreign policy of the European Union

Abstract:

Tato diplomová práce se zabývá společnou zahraniční a bezpečnostní politikou EU a možnou změnou režimu hlasování o těchto otázkách v Radě Evropské unie. Normativním předpokladem této diplomové práce je, že přistoupení k metodě hlasování kvalifikovanou většinou v otázkách zahraniční a bezpečnostní politiky v Radě EU povede k větší akceschopnosti EU. Unie je neustále vystavována tlakům populistických, protievropských a značně proruských národních lídrů, s jejichž růstem moci se jednomyslnost stává velmi problematickou. V návaznosti na tento normativní předpoklad, pracuje autorka s hypotézou, že politické elity, respektive členské státy, které prosazují silnou EU, budou zároveň prosazovat změnu hlasovacího mechanismu v otázce společné zahraniční a bezpečnostní politiky EU. S tím přirozeně souvisí výzkumná otázka této práce, a to v jakém časovém horizontu a v jakém rozsahu je možné s podobnou změnou systému hlasování počítat, jestli vůbec. Cílem této práce je tedy hypotézu a výzkumnou otázku vyhodnotit. První kapitola se zabývá teoretickými přístupy k pozici národního státu v Evropské unii a legitimitou stále více propojeného politicko-ekonomického systému. Druhá kapitola se zaměřuje na nové vedení evropských institucí a jejich názor na otevření tématu zefektivnění společné zahraniční, bezpečnostní a obranné politiky EU. Třetí kapitola je exkurzem do institucionálního vývoje těchto společných evropských politik. Čtvrtá kapitola pak přibližuje návrh Evropské komise na přechod na kvalifikovanou většinu v některých oblastech společné zahraniční, bezpečnostní a obranné politiky EU. Dále se zaměřuje na legitimitu tohoto mechanismu hlasování a hodnotí postoje jednotlivých členských států k přechodu na tento druh hlasování v daných politikách. Závěr kapitoly je věnován možným budoucím scénářům, které se týkají přechodu na dotyčný druh hlasování.

Abstract:

This diploma thesis focuses on the Common Foreign and Security Policy of the European Union and the possible change of the voting system on these issues in the Council of the European Union. The normative basis of this diploma thesis is that the adoption of a qualified majority voting in foreign and security policy issues in the Council of the EU will lead to a greater ability of the EU to act. The European Union is under the pressure from populist, anti-European, and largely pro-Russian member state leaders, with whose growth of power, unanimity becomes very problematic. Following this normative basis, the author works with the hypothesis that member states, promoting a strong EU, will urge for a change in the voting mechanism on the issue of the EU's international foreign and security policy. This is naturally connected with the research question of this thesis; In what time frame and to what extent is it possible to implement such change in the voting system, if at all. This work aims to evaluate the hypothesis and research question. The first chapter of this thesis deals with theoretical approaches to the position of the nation state in the European Union and the legitimacy of an increasingly interconnected system. The second chapter focuses on the new leadership of the European institutions and their views on opening the topic of streamlining the EU's common foreign, security, and defense policy. The third chapter is an excursion into the institutional development of the mentioned common European policies. At last, the fourth chapter describes the European Commission's proposal to move to a qualified majority in some areas of the EU's common foreign security, and defense policy. It also targets the legitimacy of this voting mechanism and assesses the attitudes of individual member states towards switching to this type of voting in mentioned policies. The final chapter is devoted to possible future scenarios related to the transition to this type of voting.
