The Regulatory Culture of the Italian Energy Market: a potentional conflict with the vision of market liberalization?

Abstract:

The nature of a local energy market is influenced by the principles and values on which a local regulatory system is built. Or so goes the gen-eral rule. To import a new market model requires altering the old, to shoehorn the new. To do that, the first step is to understand what is the pre-existing culture that must be tinkered with. The article will exam-ine the state of the Italian energy market, its regulator and regulatory system in order to define the applicable regulatory culture. Then it will define the regulatory culture using a pre-defined set of existing regula-tory models.
