The Situation of the Freedom of Expression and the Freedom of the Press in the World – Development during the Last Ten Years

Abstract:

Cílem diplomové práce s názvem Stav svobody projevu a tisku ve světě – Vývoj za posledních deset let bylo zodpovědět, z jakého důvodu jsou právě tyto svobody významné pro mezinárodní společenství a na základě empirických dat také otestovat, zda svoboda projevu a tisku napomáhá posilování demokracie a budování míru ve světě, i jak silně spolu demokracie a svoboda tisku v praxi souvisejí. Motivací pro vytvoření této práce byl fakt, že není vztahu demokracie a svobody tisku v akademickém prostředí věnováno příliš pozornosti, přestože jsou média považována za tzv. čtvrtou moc ve státě a nezávislé působení médií, publikování pluralitních obsahů, informovanost občanů a jejich právo na zisk i šíření informací a vlastních názorů je možné považovat za jedny z atributů demokracie. Na základě sekundární analýzy dat vycházejících z indexů demokracie a svobody tisku vytvořených nevládními organizacemi byla navíc zjištěna středně silná asociace mezi mediální svobodou a demokratickým režimem. V souvislosti s teorií demokratického míru lze zároveň tvrdit, že svobodná média podporují nejen demokracii, ale také nastolování míru ve světě. Komparativní případová studie následně odhalila, že faktory s určujícím vlivem na stav svobody projevu a mediální svobody jsou zejména vládní opatření, právní zásahy, bezpečnostní situace a aktivita médií. Postupné zhoršování mediální svobody v průběhu minimálně poslední dekády pak nevládní organizace Freedom House dokumentuje tím, že čím dál menší část světové populace žije v zemích se svobodným mediálním prostředím.

Abstract:

The aim of this diploma thesis with the title The Situation of the Freedom of Expression and the Freedom of the Press in the World – Development during the Last Ten Years was to answer the question why are these freedoms so important for the international community and also to analyze, if these freedoms help to promote and strengthen democracy and peace in the world. The other goal was to find out how strong is the association between the concepts of democracy and freedom of the press. The motivation for creating this thesis was the fact, that not so much attention is payed on these topic although the media are called the fourth estate and the independent existence of media companies, the publication of pluralist media contents, informed inhabitants and the right to get and spread the information and opinions can be considered as the attributes of democracy. By the secondary analysis of data published by nongovernmental organizations (index of democracy and index of freedom of the press) was discovered moderately strong association between freedom of media and democratic regime. According to the Theory of democratic peace can be also said that independent media support not only democracy, but also establishing of the peace in the world. By the comparative case study was also found out, that the factors with key importance for changing the state of media freedom are governmental arrangements, juridical actions, security situation and activities of the media. Deterioration of the situation of the press freedom during at least the last decade explains the nongovernmental organization Freedom House by the fact, that less and less people of the world live in the countries with free media environment.
