The patients copayments during consumption of health care

Abstract:

Téma diplomové práce je spoluúčast pacientů na čerpání zdravotní péče. Toto téma bylo zvoleno z důvodu jeho zajímavosti a aktuálnosti. Cílem diplomové práce je přiblížit české zdravotnictví a jeho reformní kroky a zjistit postoj občanů k reformě českého zdravotnictví, především k zavedení regulačních poplatků. Teoretická část se věnuje spoluúčasti pacientů v systému veřejného zdravotního pojištění. Vymezuje základní pojmy (veřejné zdravotní pojištění, pojištěnec, zdravotnické zařízení, zdravotní pojišťovna, poplatek). Následuje charakteristika, kdy se poplatky platí a kdy ne a kdo je od poplatku osvobozen. Práce se věnuje se také reformě zdravotnictví, tarifech a spoluúčasti v Německu. Nabízí tak určité srovnání, jak je to se zdravotnictvím u nás a jak to vypadá u našich západních sousedů. Pro praktickou část práce bylo použito dotazníkové šetření. Dotazník s patnácti otázkami byl předložen stovce náhodně vybraných občanů ČR ve Středočeském kraji a Praze. Cílem dotazníkového šetření bylo zjistit postoj občanů ČR k zavedení regulačních poplatků.

Abstract:

The topic of this thesis is the patient’s copayments during health care consumption. It has been chosen because of its attractivity and current changes. The aim of the thesis is to describe Czech health care system, its reform steps and research the citizens’ opinions primarily to the introduction of regulative copayments. Theoretical part deals with copayments in the system of public health insurance. It defines basic terms, such as public health insurance, citizen, health facility, health insurance company, copayment. The characteristics follows, when copayments are paid and when not, moreover, who is exempt of them. The thesis also deals with the health care reform, tariffs and copayments in Germany. It thus supplies some comparison of Czech and German health care systems. For the practical part a questionnary has been used. The questionnary has been used for 100 random Czech citizens in Prague and surroundings. It aims for research of the opinions on introducing regulative payments.
