Abstract:

Bakalářská práce se zabývá institutem opatření obecné povahy definujícím oblast se zvýšeným výskytem sociálně nežádoucích jevů, který má vliv na poskytování dávky doplatku na bydlení podle zákona o pomoci v hmotné nouzi. Možnost obce podat žádost na vydání opatření obecné povahy má obcím umožnit určitou regulaci negativních sociálních vlivů na svém území. Nejprve se věnuje tomuto institutu a jednotlivým fázím vydání opatření obecné povahy. Následně se zaměří na základní obsah pojmů, které se váží k institutu opatření obecné povahy. Práce poukazuje na bytovou a sociální politikou s ohledem na opatření obecné povahy. Závěr práce hodnotí uplatnění opatření obecné povahy v praxi, a nastiňuje možná vhodnější řešení problému.

Abstract:

Bachelor thesis deals with the measures of a general nature by defining an area with an increased incidence of socially undesirable phenomena that has an impact on the provision of housing benefits supplement under the Act on assistance in material need. The ability of the municipality to submit a request for the release of the measures of a general nature is allowing a certain control of municipalities negative social influences on their territory. First is dedicated to this Institute and individual phases the release of measures of a general nature. Subsequently, will focus on the basic content of the concepts that are bound to Institute the measures of a general nature. The work points to the housing and social policies with regard to the measures of a general nature. The conclusion of the work of evaluating the application of the measures of a general nature, in practice, and outlines may be more appropriate solution to the problem.
