Reorganization of Financial Administration of the Czech Republic

Abstract:

Bakalářská práce je zaměřena na reorganizaci Finanční správy České republiky, která byla jednou z nejvýznamnějších reforem daňové správy. První část je zaměřena na historii a vývoj Finanční správy České republiky od roku 1848 až do počátku 90. let. 20. Století. Ve druhé části je popsána změna daňové správy na finační správu, včetně její charakteristiky se zaměřením na důvody reorganizace finanční správy a vliv této reorganizace na daňové subjekty. Je zde rozepsána charakteristika finanční správy, a to zejména její agenda, orgány finanční správy, jejich orgánizační struktura a kompetence. V další části jsou nastíněny jednotlivé cíle v rámci reorganizace finanční správy, které vedou ke zvýšení kvality, efektivity, transparentnosti, dosažení úspornějšího fungování organizace samé a především omezení daňových úniků. V závěrečné části je provedeno vyhodnocení jednotlivých strategických cílů.

Abstract:

This bachelor's work focuses on the reorganisation of the Financial Administration of the Czech Republic, which was one of the most important reformations of the tax administration. First part concerns on the Financial Administration of the Czech Republic history and evolution from the year 1848 till the beginning of the 90th years of the 20th century. In the second part the transformation from the tax administration to the financial administration is described, including its characteristic, with concentration on the reasons for the reorganisation of the financial administration and beneficial effect on tax payers. In this work the characteristic of the financial administration is depicted and above all its administrative work, financial administration bodies, their organisation structure and authority powers. In the next part particular goals in the frame of the reorganisation of the financial administration are outlined, which lead to the increasing of the quality, effectiveness, transparency, and achieving of the money saving operation of the organisation itself and primarily to the tax evasion limitation. In the closing part the evaluation of the individual strategic goals is accomplished.
