Abstract:

Cílem disertační práce je popsat a zhodnotit aktuální stav plánování rozvoje v populačně malých obcích, které jsou významnou součástí sídelního systému Česka, a to v kontextu principů udržitelného rozvoje ve vztahu k občanské participaci a okrajově i k problematice suburbanizace a protipovodňové ochrany. Důraz je kladen na územní plánování, což je legislativou definovaný nástroj, kterým lze rozvoj území obcí podporovat až stimulovat, ale i regulovat. Práce vychází ze šesti publikovaných článků, které vznikly na základě čtyř terénních vzájemně oddělených výzkumů od roku 2016 do roku 2019. Výzkum byl realizován v rámci obcí Ústeckého kraje a hlavní výzkumnou metodou byly rozhovory polostrukturovaného formátu se starosty jednotlivých obcí. Dle výsledků je územní plán důležitým nástrojem, který je vhodné mít zpracovaný, přičemž primárně je vnímám jako nástroj technicistní povahy, prostřednictvím kterého se vytváří předpoklady pro výstavbu a až sekundárně se jím zajišťuje udržitelný rozvoj území. Při územním plánování je zpravidla nutné se vypořádat s řadou bariér, které mohou být krátkodobě vnímány jako negativní, ale dlouhodobě jsou spíše prospěšné. Občanská participace je legislativně i fakticky nezbytnou součástí územního plánování, která přináší mnoho pozitiv, ale mohou s ní být spjata i negativa. V mnoha obcích převládá majoritně pasivní postoj obyvatel k participaci, přičemž pro zajištění reprezentativní zpětné vazby od obyvatelstva bylo formulováno opatření v podobě zajištění optimální míry občanské participace. Malé obce mají značně omezené kapacity, a tak je zpravidla důležitou osobou starosta obce, který svým působením a vlastní angažovaností může výrazně proces územního plánování ovlivnit a podílet se na něm.

Abstract:

The aim of the dissertation is to describe and evaluate the current state of development planning in small municipalities, which are an important part of the Czech settlement system, in the context of sustainable development principles in relation to civic participation and marginally to suburbanization and flood protection. Emphasis is placed on land-use planning, a tool defined by legislation, which can support the development of a municipal territory and stimulate as well as regulate it. The work consists of six published articles, which were based on four field research studies from 2016 to 2019. The research was conducted within the municipalities of the Ústí region, and the main research method was interviews in a semi-structured format with the mayors of individual municipalities. According to the results, the land-use plan is an important tool that should be developed, and I primarily perceive it as a tool of a technical nature, through which the preconditions for construction are created, while only secondarily does it ensure the sustainable development of a territory. In land-use planning, it is usually necessary to deal with a number of barriers that may be perceived as negative in the short term but are rather beneficial in the long run. Civic participation is a legislatively and de facto necessary part of land-use planning, which brings many positives, but negatives can also be connected with it. In a number of municipalities, the mostly passive attitude of the population towards participation prevails, and measures to formulate an optimal level of civic participation have been formulated to ensure representative feedback from the population. Small municipalities have very limited capacities, so the mayor of the municipality is usually an important person, who with his or her work and his or her own involvement can significantly influence the process of land-use planning and participate in it.
