Abstract:

Tato bakalářská práce se zabývá vytvořením plánu bezpečnosti a ochrany zdraví při práci na staveništi pro pozemní stavby menšího až středního rozsahu. Cílem je vytvořit konkrétní plán bezpečnosti a ochrany zdraví při práci na staveništi pro danou stavbu dle platných zákonů, nařízení vlády a vyhlášek, který může nadále sloužit jako optimální vzor pro rozsahově podobné stavby. V teoretické části jsou popsány veškeré zákony, nařízení vlády a vyhlášky, které se přímo týkají plánu bezpečnosti a ochrany zdraví při práci na staveništi a z kterých bakalářská práce vychází. Dále jsou zde uvedeni jednotliví účastníci stavebního procesu při přípravě a realizaci díla, kterých se plán bezpečnosti a ochrany zdraví při práci na staveništi přímo, či nepřímo dotýká. Prvotním zákonem pro tvorbu této bakalářské práce je zákon č. 309/2006 Sb., kterým se upravují další požadavky bezpečnosti a ochrany zdraví při činnosti nebo poskytování služeb mimo pracovněprávní vztahy. Druhým a neméně důležitým zákonným podkladem je nařízení vlády č. 591/2006 Sb., o bližších minimálních požadavcích na bezpečnost a ochranu zdraví při práci na staveništích. Dalšími použitými zákonnými podklady jsou nařízení vlády č. 362/2005 Sb., o bližších požadavcích na bezpečnost a ochranu zdraví při práci na pracovištích s nebezpečím pádu z výšky nebo do hloubky a v neposlední řadě také zákon č. 262/2006 Sb., zákoník práce. V navazující aplikační části této bakalářské práce je již zpracován konkrétní plán bezpečnosti a ochrany zdraví na staveništi pro stavbu „Přestavba rodinného domu, novostavba garáže Mišovice, č. p. 7, k. ú. Mišovice.“ Samotné zpracování tohoto plánu bezpečnosti a ochrany zdraví při práci na staveništi vychází jednoznačně ze zákonných předpisů uvedených v teoretické části této práce a dále z mých praktických zkušeností s vykonáváním funkce koordinátora bezpečnosti a ochrany zdraví při práci na staveništích, potažmo psaní konkrétních plánů bezpečnosti a ochrany zdraví při práci na staveništích během mé pracovní činnosti za posledních 7 let. V závěru jsou zhodnocené získané podklady a vytvořený plán bezpečnosti a ochrany zdraví při práci na staveništi s jeho možným přínosem v podobě vzoru pro další podobné plány bezpečnosti a ochrany zdraví při práci na staveništích.

Abstract:

This Bachelor´s thesis deals with the creation of health and safety plans for the construction sites of small to medium scale building structures. The purpose of this study is to create a specific plan for health and safety at work on the construction site for a specific building in accordance with applicable laws, ministerial orders and decrees, which may continue to serve as an optimal model for building types of similar range. The theoretical part describes all laws, ministerial orders and decrees, which are directly related to the site health and safety plan on which the given thesis is based. Furthermore, this section identifies various parties in the construction process during preparation and execution of the work, which are directly or indirectly impacted by the health and safety plan. The initial law, fundamental for the creation of the bachelor´s thesis, is Act no. 309/2006 Coll., amending further requirements for safety and health during work activities or provision of services outside labour-law relations. The second and equally important legal basis is the Ministerial Order no. 591/2006 Coll., on detailed minimum health and safety requirements for construction site workers. Other legal documents specified in this study include the Ministerial Order no. 362/2005 Coll., on detailed requirements for health and safety on construction sites with a risk of falling from heights or into depths, and last but not least, Act no. 262/2006 Coll., Labour Code. The subsequent practical part analyses an already prepared, specific health and safety plan on the construction site which was implemented during the construction entitled "Family House Renovation and newly built garage in Mišovice, no. 7, land registry Mišovice." The actual elaboration of this health and safety plan is entirely based on statutory instruments which are referred to in the theoretical part of this thesis and on the author´s practical experience as a health and safety coordinator on construction sites, consisting of writing specific health and safety plans for the last 7 years. The final part assesses and reviews obtained documents and elaborated health and safety plan on construction sites with its potential benefit in the form of a sample for other similar plans concerned with health and safety on construction sites.
