The Comparison of Providing and Funding Social Services by the Private and the Public Sector in the Czech Republic

Abstract:

Bakalářská práce je zaměřená na současnou problematiku financování a poskytování sociálních služeb v České republice, a to jak soukromým, tak i veřejným sektorem. Vzhledem ke stárnutí populace a více hektickému tempu života, získávají sociální služby každým rokem na důležitosti. První část práce je věnována historickému vývoji oblasti poskytování sociálních služeb. Druhá a třetí část je věnovaná vymezení a definovaní sociálních služeb jako takových, včetně jejich druhů a forem. Obsahem čtvrté části je současná legislativní úprava celé problematiky sociálních služeb. Pátá a šestá část je především zaměřena jak na zřizovatele zařízení sociálních služeb, tak i na poskytovatele sociálních služeb. Sedmá část mapuje možné způsoby financování sociálních služeb v České republice. Obsahem praktické části bakalářské práce je komparace dvou poskytovatelů sociálních služeb a to jak ze soukromého, tak z veřejného sektoru. Komparace bude v první části zaměřena na náročnost obou poskytovatelů sociálních služeb na lidské a kapitálové zdroje. Ve druhé části je předmětem komparace hospodaření obou poskytovatelů na základě výsledků hospodaření z let 2011 až 2013.

Abstract:

This bachelor thesis focuses on current issues of financing and provision of social services in both private as well as public sectors within the Czech Republic. Given the aging population and more hectic pace of life, social services are gaining more importance year by year. The first part of the thesis is devoted to the historical development of the field of social services. The second and the third parts are focused on the determination and definition of social services as such including their types and forms. The fourth part looks at the current legislative regulation of the complex of social services. The fifth and sixth sections are mainly focused on the founder of social service facilities as well as the provider of the services. Part seven maps possible ways to finance social services in the Czech Republic. The practical part of the thesis brings a comparison of two social service providers, both private and public. Firstly, the comparative analysis informs about both providers’ demands for human and capital resources; secondly, the subject of comparison of both providers is their management of finances based on the financial results for the years 2011 - 2013.
