Reform of public finance in the Czech Republic

Abstract:

Předmětem diplomové práce „Reforma veřejných financí v ČR“ je zhodnotit realizaci reforem veřejných financí v ČR z hlediska jejich konceptualizace a implementace a dopadů na sociálně ekonomický rozvoj ve vybraných oblastech (daňové zatížení a trh práce). První část práce je zaměřena na státní rozpočet a přiblížení stavu veřejných financí v ČR. Je zdůrazněna nezbytnost reformy veřejných financí a představeny zkušenosti a doporučení ze zemí EU, které prošly podobnými problémy. Druhá část se věnuje průběhu jednotlivých reformních období, která v ČR proběhla v letech 2003 – 2011. Pozorování závěrečné části práce je zaměřeno především na ty reformní kroky, které nějakým způsobem ovlivnily sociálně ekonomický rozvoj v oblasti daňového zatížení a trhu práce u vybraných skupin obyvatel.

Abstract:

The subject of this thesis called „Reform of public finance in the Czech Republic“ is to evaluate the implementation of reforms of public finance in the Czech Republic from the point of view of a conceptualization and a implementation, and to describe an impact on the socio-economic development in selected areas (the taxation and the labor market). The first part of the thesis focuses on the state budget and a state of public finances in the Czech Republic. The need of a reform of public finance is emphasized in this part as well as there are presented experiences and recommendations from EU countries that have gone through similar problems. The second part of the thesis deals with the particular reform periods which took place in the Czech Republic. in the years 2003 – 2011. The final part of this work is focused primarily on reform steps which have affected the socio-economic development of selected groups in the area of the taxation and the labor market.
