The impact of public expenditure on success at the Olympic Games

Abstract:

Tato práce zkoumá vliv veřejných výdajů na podíl medailí na letních olympijských hrách. Na základě výsledků rešerše literatury byla stanovena hlavní hypotéza, že vyšší veřejné výdaje na rekreační a sportovní služby zvyšují podíl medailí na letních olympijských hrách. Hypotéza byla dále rozšířena o myšlenku, že pohlaví a typ sportu mohou mít souvislost ve vztahu mezi výší veřejných výdajů na sport a podílem medailí na letních olympijských hrách, tj. že vládní výdaje na sport budou mít větší vliv na podíl získaných medailí tradičně „méně podporovanými skupinami“ (tj. ženami a sporty, které „přinášejí“ menší příjmy a diváckou návštěvnost). Analýza byla provedena na základě Tobit regresního modelu v programu EViews. Výsledky analýzy ukazují, že veřejné výdaje na rekreační a sportovní služby jsou statisticky významné pouze pro mužské disciplíny v horním i dolním kvartilu. Tento výsledek je v rozporu s předpokladem, že veřejné financování má výraznější dopad na tradičně málo podporované skupiny (tj. ženy), což možná naznačuje, že velká část tohoto financování je směřována na aktivity, které jsou přínosem pro mužský sport.

Abstract:

This paper examines the effect of public spending on the medal share at the Summer Olympics. Based on the results of the literature search, the main hypothesis is that higher public spending on recreation and sports services increases the medal share at the Summer Olympics. The hypothesis was further extended to include the idea that gender and sport type may be related in the relationship between the level of public expenditure on sport and the proportion of medals won at the Summer Olympics, i.e. that government expenditure on sport will have a greater effect on the proportion of medals won by traditionally 'less well-supported groups' (specifically women and sports that 'bring in' less revenue and spectator attendance). The analysis was carried out using the Tobit regression model in EViews. The results of the analysis show that public spending on recreation and sports services is statistically significant only for male disciplines in both upper and lower quartiles. This result is inconsistent with the assumption that public funding has a more pronounced impact on traditionally underserved groups (women), perhaps suggesting that much of this funding is directed towards activities that benefit men's sport.
