Geopolitical aspects of the Nagorno-Karabakh war

Abstract:

Rozpad Sovětského svazu na počátku 90. let 20. století znamenal pro téměř všechny státy, které se nacházely v jeho blízkosti či byly jeho součástí, počátek řady dramatických změn. Mezi těmito státy se nacházely i Arménie a Ázerbájdžán, které byly jeho součástí již od konce první světové války, a to především z důvodu jejich strategické polohy. S nově nabytou nezávislostí ovšem vyvstala i řada etnických a územních problémů, které se projevily násilnými střety a posléze již plnohodnotnou válkou. Právě vyhlášení nezávislosti Náhorního Karabachu (neboli republiky Arcach) 2. září 1991 ze strany etnických Arménů se stalo pomyslnou rozbuškou násilí, které trvalo až do 12. května 1994. Obě dvě země se následně dohodly na příměří, které ovšem pro Ázerbájdžán znamenalo ztrátu kontroly nad územím Náhorního Karabachu, a také ztrátu dalších územních regionů. Celý konflikt se tak do velké míry zakonzervoval a v průběhu let docházelo k příležitostným hraničním potyčkám, které se nejevily jako natolik významné události, jež by mohly narušit status quo. Jako jednou z příležitostných potyček se zdál být i útok z 27. září 2020, ovšem jak nyní víme, šlo o začátek daleko intenzivnější a větší Ázerbájdžánské invaze. Ta měla za cíl zvrátit arménské zisky z první války v roce 1992-1994, a především zajistit nabytí kontroly nad územím Náhorního Karabachu. Zatímco v první válce měla vojensky navrch Arménie, nyní se válečné štěstí otočilo a díky nově nabytým spojencům se Ázerbájdžánu dařilo dosahovat svých vojenských cílů. Nemalý podíl na této skutečnosti mělo i zapojení externích aktérů, kteří se v tomto regionu snaží prosazovat své geopolitické zájmy.

Abstract:

The collapse of the Soviet Union in the early 1990s marked the beginning of a series of dramatic changes for almost all countries that were near or part of it. Among these states were Armenia and Azerbaijan, which had been part of it since the end of the First World War, primarily because of their strategic location. However, with their newfound independence, a number of ethnic and territorial problems arose, which manifested themselves in violent clashes and eventually full-scale war. It was the declaration of independence of Nagorno-Karabakh (or the Republic of Artsakh) on 2 September 1991 by ethnic Armenians that became the imaginary fuse for the violence that lasted until 12 May 1994. The two countries subsequently agreed to a ceasefire, which, however, meant for Azerbaijan the loss of control over the territory of Nagorno-Karabakh, as well as the loss of other territorial regions. The whole conflict was thus largely conserved, and over the years there have been occasional border skirmishes that have not proved significant enough to upset the status quo. The attack of 27 September 2020 appeared to be one of those occasional skirmishes, but as we now know, it was the beginning of a much more intense and larger Azerbaijani invasion. This was intended to reverse the Armenian gains of the first war in 1992-1994, and above all to secure control over the territory of Nagorno-Karabakh. While Armenia had had the upper hand militarily in the first war, the fortunes of war had now turned and, thanks to its newfound allies, Azerbaijan was able to achieve its military objectives. The involvement of foreign actors seeking to advance their geopolitical interests in the region has played no small part in this.
