Regulation of gambling in a selected territorial self-governing unit

Abstract:

Regulace hazardního hraní je v pravomoci obcí. Tvorba regulačních opatření směřujících k omezení hazardního hraní ovlivňuje nabídku hazardu a rozpočtové příjmy a výdaje rozpočtových jednotek. Předkládaná práce se zabývá problematikou regulace hazardního hraní ve vybraném územně samosprávném celku. V teoretické části jsou vymezeny základní právní instituty v oblasti regulace hazardních her. Praktická část práce je věnována analýze dat a dokumentů. Výsledky práce ukazují, že některá zavedená regulační opatření způsobila pokles rozpočtových příjmů z hazardu do rozpočtů města Ústí nad Labem a jednotlivých městských obvodů. Důsledkem zavedených opatření je, že ovlivňují výši peněžního pokrytí výdajové části rozpočtů města Ústí nad Labem.

Abstract:

Regulation of gambling is in the competence of municipalities. Creating regulatory measures to limit gambling affects gambling, budget and fiscal expenditures. The thesis examines the topic of regulation of gambling in a selected territorial self-governing unit. The theoretical part defines the basic legal institutes in the field of gambling regulation. The practical part of this thesis analyses the data and particular documents. The results of the thesis show that some of the introduced regulatory measures caused a fall in fiscal revenues from gambling to the budgets of the city of Ústí nad Labem and individual city districts. The consequence of the implemented measures is that they affect the level of the financial coverage of the expenditures of the Ústí nad Labem budget.
