Georgia and the EU: A Good Neighbour or Future Member State?

Abstract:

Tato bakalářská práce se zabývá perspektivou možného vstupu Gruzie do Evropské unie (EU). Představuje faktory, které brání jejímu členství, a naopak faktory, které pozitivně ovlivňují její začlenění do EU. V úvodu jsou uvedeny základní informace o Gruzii, stručná historie od počátku až po současnost, je představena Evropská politika sousedství (European Neighbourhood Policy, ENP) a vnímání Gruzie Evropskou unií. Hlavní část se zabývá jednotlivými tématy, které jsou pro vstup Gruzie do EU klíčové. K těmto oblastem patří např. volby, média, sociální podmínky, ekonomika, problematika separatismu, bezpečnost a spolupráce s NATO, asociační dohoda. Pozornost je také věnovaná financování Gruzie Evropskou unií, díky čemuž je realizována řada projektů, například smlouva o bezvízovém styku s EU nebo Jednotný vzdušný prostor (Common Aviation Area). Závěr práce identifikuje vztah EU a Gruzie v rámci ENP v zásadě dle metafory cukru a biče a shrnuje faktory, které hrají pro vstup do EU a které naopak vstupu brání.

Abstract:

This bachelor work considers the possibility of the integration of Georgia into the European Union (EU). It presents both the most significant barriers to integration and the main factors which might aid Georgia-EU integration. The introduction provides basic information about Georgia, including a brief history from its beginnings to the present day; an introduction to the operation of the European Neighbourhood Policy; and Georgian perceptions/opinions of the EU. The main section focuses in detail on significant issues regarding integration. It includes elections, justice, freedom of the media, problems of separatism, the economic situation, security and cooperation with NATO and the Association Agreement. Attention is given to the funding of Georgia by the EU and provision for the implementation of many projects, for example, Visa Liberalisation and the Common Aviation Area. At the end of the bachelor work, the final state of Georgia-EU integration is expressed in a political metaphor. Predictions regarding the future relationship between Georgia and the EU can also be found at the end of the work.
