European Union military peace support operations: the touchstone of the security dimension of the European integration

Abstract:

Rapidní rozvoj Evropské bezpečnostní a obranné politiky přitahuje pozornost mnoha sociálních vědců a také aktivních politiků. Předkládaná rigorózní práce „Vojenské operace na podporu míru Evropské unie: prubířský kámen bezpečnostní dimenze evropské integrace“ si klade za cíl analýzu implementace projektu Evropské bezpečnostní a obranné politiky, coby integrální součásti Společné zahraniční a bezpečnostní politiky Evropské unie. Konkrétní vojenské operace na podporu míru jsou chápány jako verifikovatelné indikátory a vzájemně srovnatelné proměnné. Hlavní hypotéza práce předpokládá, že „Evropská unie při realizaci současné Evropské bezpečnostní a obranné politiky (ESDP) dosáhla svého maxima v podobě mírových misí Evropské unie. Ty jsou v současnosti nejvyšším společným jmenovatalem jak spolupráce členských států EU, tak spolupráce EU a NATO a existujících reálných schopností.“ Práce došla ke klíčovému závěru: Evropská bezpečnostní a obranná politika sahá tak daleko, kam sahají kapacity a schopnosti členských států Evropské unie, respektive jejich aktuální průnik. V podstatě neexistuje jiný realizovatelný scénář v rámci autonomní silové projekce „evropských“ zájmů než ten, který je předem dán vojenskými kapacitami, jejich případnou kombinací a politickou vůlí. Mimo jiné, překládaná práce dokázala, že spíše než ryze politickými ambicemi je rostoucí autonomie evropské bezpečnostní politiky způsobena kombinací řady faktorů, z nichž vojenské schopnosti a kapacity představují klíčové předpoklady. Autonomie však nutně neznamená transatlantickou dichotomii či erozi spojenectví s USA. Jak opakovaně připomíná Stephen J. Coonen, tato eroze je spíše způsobena skutečností, že USA ani nemohou s Evropany jednat společně, protože Evropané nejsou schopni s americkým spojencem ve většině případů (ale ne všude) držet krok. Kritika směřuje do oblasti interoperability amerických a evropských ozbrojených sil (jedny ozbrojené síly USA a v případě EU minimálně dvacet čtyři národních ozbrojených sil). Další důležité zjištění se zakládá na provedené analýze způsobu, kterým jsou také vojenské operace na podporu míru EU realizovány: ESDP musí být považována spíše za proces neustálého vyjednávání shody mezi členskými státy, které mají mnohdy velmi rozdílné představy o cílech a hloubce integračního procesu, než za realizaci nějakého předem dohodnutého projektu. Toto tvrzení je nadále podtrženo rozdílnými operačními kapacitami členských států Evropské unie. V neposlední řadě, práce potvrdila platnost tvrzení, že národní suverénní státy budou projektu evropské integrace v bezpečnostní dimenzi nadále dominovat. Mezinárodní kooperace nabývá v Evropské unii na významu nejen v procesu institucionalizace v rámci organizační struktury Unie a činností ve společných orgánech, ale postupně také v procesu budování odpovídajících operačních kapacit. K tomu je nutno přičíst prohlubující se spolupráci v oblasti zbrojního průmyslu, která bue hrát klíčovou roli při budoucím vývoji ESDP.

Abstract:

The rapid evolution of the European Security and Defence Policy attracts the attention of a large number of social scientists and politicians as well. Presented rigorous thesis "European Union military peace support operations: the touchstone of the security dimension of the European integration" aims to analyse the implementation of the European Security and Defence Policy project, which is the integral part of the Common Foreign and Security Policy of the European Union. As a measure, particular military peace support operations are treated as the key valid and comparable implementation criteria. The main hypothesis assumes that "The realization of the contemporary European Security and Defence Policy by European Union reached its maximum level by EU peace missions. These operations present highest common denominator of both the cooperation of the EU member states and the cooperation between EU and NATO as well as existing capabilities". The thesis results point out the key understanding: European Security and Defence Policy is as stretched and realized as the member states capacities, political will and the mutual intersection of these sets are carried through. In fact and within the framework of autonomous power projection of (if any) common "European" interests, one cannot imagine a feasible scenario which is not determined by military capabilities, their eventual combination and the political will. The presented rigorous thesis inter alia proved that strengthening and emancipation of the European security and foreign policy are caused by a large variety of factors, where operational military capabilities and capacities are dominant. However European autonomy does not presume the erosion, disruption or any dichotomy concerning the transatlantic strategic partnership. For instance, as Stephen J. Coonen repeatedly points out, the reason of possible erosion in transatlantic relations lies in the sphere of mutual cooperation between the United States of America and "Europe" and the ability to act and to operate together. Even if the American ally wanted to act jointly with the Europeans (often taken as the EU/ESDP), he could not do so always, due to the Europeans inability to keep up with the U.S. in a number of activities, if not in general. This argument is also supported by the decreasing level of interoperability of American and European armed forces, of course depending on each nation state individually. In this context, no one can make generalizations about Europeans (see France or United Kingdom on the one hand and Portugal, Estonia or Germany on the other). Particularly in this case, one could not reasonably compare the American forces, which are the force of a single country, and the European forces, which can hardly be counted as the 25 nation states forces, (24 respectively, excluding the opting-out Denmark). Another important finding is based on the analysis of the way EU peace support operations are executed: ESDP must be deemed rather than an implementation of a previously elaborated project as a continuous negotiating process among sovereign states with different conceptions of European security and foreign policy integration. This statement should be underlined by varying operational capabilities of the EU member states. Last but not least, the thesis has proven the hypothesis valid, presuming that nation states will still dominate security and defence integration. This can be eventually affected by the integration itself, the growing importance of common institutions (such as EU Military Staff, Military Committee, Political and Security Committee, European Defence Agency, etc.). Also the armaments cooperation in Europe will play the key role in the future development of the European Security and Defence Policy.
