Abstract:

Předmětem této diplomové práce je porovnat vývoj a současné trendy veřejných politik ve vztahu k hate speech (šíření, podněcování a podporování jakýchkoli projevů nenávisti) v České republice a ve Francii. Cílem práce je charakterizovat tendence vývoje v obou zemích a následně provést komparaci dané problematiky. Práce bude veřejnou politiku v této oblasti konceptualizovat jako pole, tzn. analyzovat tvorbu veřejné politiky jako sféru otevřeného politického prostoru, v němž mezi volně spjatými skupinami aktérů probíhají různorodé a proměnlivé interakce. Tvorba politiky je v tomto případě vnímána jako proměnlivá síť vztahů mezi těmi, kdo z nejrůznějších motivů zasahují, utvářejí a ovlivňují veřejnou politiku, a to jednak jako proces, a jednak jako produkt. Teoretická část práce se zaměřuje na obecné představení a analýzu konceptu hate speech a jeho recepci v oblasti veřejných politik. Část praktická je částí komparativní se srovnáním společných a rozdílných rysů jednotlivých politik ve vybraných zemích – v ČR a ve Francii. Cílem práce je identifikovat rozdíly a shody ve strukturách příslušných politických polí jednotlivých zemí, a srovnat celkové pojetí veřejné politiky v této oblasti.

Abstract:

The goal of the submitted thesis: “Hate speech and French and Czech public policies” is to compare current trends of the public policies in relation to hate speech (spreading, inciting and supporting any hate speech) in the Czech Republic and France. The work is aimed to characterize the tendencies of development in both countries and consequently compare the given issues. The public policy is conceptualised as a field meaning analysing the creation of public policy as a sphere of open politic space in which diverse and changeable interactions are going on between loosely linked groups of participants. In this case, the creation of policy is perceived as changeable network of relations between those who intervene due to various motifs, create and influence the public policy namely as both a process and a product. The theoretical part is focused on general introduction and the analysis of concept hate speech and its reception in the area of the public policies. The practical part is comparative and draws a comparison between the common and different features of the individual policies in the chosen countries - the Czech Republic and France. The aim of the thesis is to identify the differences and sameness in the structures of the respective politic fields in the individual countries and compare the overall concept of the public policy in this area.
