Abstract:

Bakalářská práce se zabývá problematikou sestavení účetní závěrky města Nové Hrady za účetní období 2019. Cílem práce je charakterizovat činnosti související s účetní závěrkou, zhodnotit celý proces účetní závěrky a porovnat výsledky hospodaření v minulých letech 2011–2019. Základem pro posouzení správnosti celého procesu jsou české právní normy a vnitřní směrnice, podle kterých by měla být účetní závěrka sestavena. Teoretická část obsahuje vysvětlení základních pojmů týkajících se veřejné správy a účetnictví obce např. obec a rozpočet, účetní uzávěrka (inventarizace, odpisy, časové rozlišení), výkazy účetní závěrky, kontrola a schválení účetní závěrky. V této části došlo ke stanovení výzkumných otázek. Aplikační část zahrnuje představení města Nové Hrady. Následuje analýza rozpočtu, pomocí níž jsou graficky znázorněny a porovnány příjmy a výdaje. Metodou analýzy jsou postupně rozebrány jednotlivé výkazy účetní závěrky – sestavení rozvahy, výkazu zisku a ztráty, přílohy k účetní závěrce, přehledu o peněžních tocích a přehledu o změnách vlastního kapitálu. Metodou komparace došlo k porovnání procesu účetní závěrky a vývoje výsledku hospodaření. Dalším krokem je kontrola hospodaření města Nové Hrady. V diskusi výsledků jsou zodpovězeny předem stanovené výzkumné otázky s následným uvedením návrhů na zlepšení zjištěných nedostatků.

Abstract:

The bachelor's thesis deals with the issue of the compilation of financial statements of the town of Nové Hrady for the accounting period 2019. The aim of the work is to characterize activities related to financial statements, valorize the whole process of financial statements and compare economic results in years 2011–2019. The legal standards and internal directives according to which the financial statements should be prepared are the basis for assessing the correctness of the whole process. The theoretical part of the work contains an explanation of basic concepts related to public administration and municipal accounting, such as municipality and budget, financial statements (inventory, depreciation, accruals), financial statement´s reports, control and approval of financial statements. There were identified research questions in this part. The application part includes a presentation of the town of Nové Hrady. The following is a budget analysis that graphically displays and compares incomes and expenses. The individual statements of the financial statements - the compilation of the balance sheet, profit and loss statement, to the financial statements attachment, cash flow statement and statement of changes in equity - are gradually analyzed by the method of analysis. The comparison method was used there to compare the financial statement process and the development of the economic result. The next step is the management control of the town of Nové Hrady. In the restults discussion, there are answeared predetermined research questions, followed by suggestions for improving the identified shortcomings.
