Economic diplomacy and its evolution in the Czech Republic in comparison to the Republic of Croatia

Abstract:

Tato práce se zabývá fenoménem ekonomické diplomacie jako takovým, jeho historií a vývojem do současné podoby. Cílem této práce je popis současného stavu ekonomické diplomacie České republiky, Chorvatské republiky a jejich komparace. Popis ekonomické diplomacie obou států zahrnuje stručný pohled do historie a její vývoj až do současného stavu, stejně tak jako představení institucionální struktury a nástrojů, které oba státy využívají. Komparativní část se stává z popisu ekonomické situace obou států, jejich klíčových faktorů, silných a slabých stránek a hodnocení teritoriálního versus oborového přístupu. Silnou stránkou České republiky je sekundární sektor, zejména pak automobilový a elektrotechnický průmysl. Slabinami jsou pak nízká diversifikace sekundárního sektoru a dualita v systému řízení ekonomické diplomacie. Silnou stránkou a zároveň klíčovým faktorem Chorvatské republiky je přístup k Jaderskému moři a z toho plynoucí dominantní cestovní ruch. Slabinami jsou pak nízká atraktivita státu z důvodu korupce a vysoké míry byrokracie a málo rozvinutý průmyslový sektor. Doporučeními autora jsou pak pro Českou republiku vyšší diversifikace průmyslového sektoru a podniknutí kroků, které budou důsledněji vymezovat obsah činností a pravomocí jednotlivých orgánů České ekonomické diplomacie, stejně tak jako zbavení diplomatů dvojí podřízenosti. Doporučeními autora pro Chorvatskou republiku je zvýšení své atraktivity zbavením se korupce a rozvinutí sekundárního sektoru obecně.

Abstract:

This thesis deals with the phenomenon of economic diplomacy, its history and development to current form. The aim of this thesis is to describe the current state of economic diplomacy in the Czech Republic and the Republic of Croatia and their comparison. The description of the economic diplomacy of the two states includes a brief look at the history and its development up to present state, as well as a presentation of institutional structure and tools used by both states. The comparative part consists of a description of the economic situation of both states, their key factors, strenghts and weaknesses, and an evaluation of the territorial versus sectoral approach. A strong point of the Czech Republic is the secondary sector, especially the automotive and electrical industry. Weaknesses are the low diversification of the secondary sector and duality in the management system of economic diplomacy. A strong point and at the same time key factor of the Republic of Croatia is the access to the Adriatic Sea and the resulting dominant tourism. Weaknesses are the low attractiveness of the state due to corruption and a high level of bureaucracy and an underdeveloped industrial sector. The author’s recommendations are for the Czech Republic to further diversity the industrial sector and take steps that will more consistently define the content of the activities, as well as freeing diplomats from dual subordination. The autor’s recommendations for the Republic of Croatia are to increase its attractivness by getting rid of corruption and developing the secondary sector in general.
