Abstract:

Bakalářská práce se zabývá vymezením obcí s pověřeným obecním úřadem. V první polovině práce jsou vysvětleny základní pojmy veřejné správy a vymezena územní samospráva spolu s její právní úpravou. Dále je v práci vysvětleno postavení obcí jako základních územních samosprávných celků a proveden jejich základní rozbor. Druhá polovina práce se zabývá konkrétně obcemi s pověřeným obecním úřadem. Je rozebrán vývoj těchto obcí související s reformou veřejné správy a vymezeno jejich současné postavení. V závěrečné části práce je popsána činnost města Planá, které bylo použito jako konkrétní příklad pověřené obce.

Abstract:

The bachelor thesis deals with demarcation of municipalities with authorized municipal office. The first half of the thesis explains the basic concepts of public administration and defines the territorial self-government together with its legal regulation. Further, the thesis describes the status of municipalities as basic territorial self-governing units and their basic analysis is carried out. The second half of the thesis deals specifically with the municipalities with the authorized municipal office. It analyzes the development of these municipalities related to the reform of public administration and defines their current status. The final part of the thesis describes the activities of the town Planá, which was used as a specific example of an authorized municipality.
