Biotope and ecosystem service losses caused by constructing ski resorts Plešivec and Klínovec south in Krušné hory

Abstract:

Předkládaná diplomová práce se zabývá oceněním ztrát biotopů a ekosystémových služeb způsobených výstavbou lyžařských areálů Plešivec a Klínovec-jih v Krušných horách. K ocenění byly využity dvě metody systémového hodnocení netržních aspektů přírody, a to metoda hodnocení biotopů (BVM) a metoda Energie-Voda-Vegetace (EWVM) k odhadu ztrát ekosystémových služeb. Výsledky hodnocení ukazují dopady, které jsou lidmi obecně vnímané, ale jen zřídka kvantifikované. Tyto dva analyzované lyžařské areály, podpořené ze 40% unijní dotací, sice přinášejí svým z části skrytým majitelům ekonomický užitek, ale vyvolané ekologické škody jsou vysoké, trvalé a nenahrazené. Současně je poukázáno na rozpor mezi deklaracemi cílů evropské environmentální politiky (7. EAP) a škodlivostí skutečných unijních dotací. Část práce je zaměřena na historický vývoj trestního práva a pojetí trestných činů proti životnímu prostředí a poukazuje na nedokonalosti české trestní legislativy.

Abstract:

This thesis deals with the loss of biotopes and ecosystem services caused by the construction of ski resorts Plešivec and Klínovec-South in Krušné hory. For the assessment, two methods for the systemic valuation of non-market aspects of nature were used: the Biotope Valuation Method (BVM), and the Energy-Water-Vegetation Method (EWVM) for estimating losses of ecosystem services. The results of the valuation show impacts generally perceived by people, but only rarely quantified. On the one hand, the two ski areas analyzed, whose 40 % of the costs were funded by EU grants, bring economic benefit to their partly hidden owners; on the other hand, environmental damages are high, permanent and not recovered. At the same time the contradiction is pointed out between the declarations of the aims of the European environmental policy (7thEAP) and the actual harmfulness of EU grants. A part of the work is focused on the historical development of criminal law and the concept of crimes against the environment. It also highlights the imperfections in the Czech criminal legislation.
