Penitentiary and post-penitentiary care in the Moravian-Silesian Region in terms of its origin and development

Abstract:

Cílem práce je přispět k pochopení role sociální práce v penitenciární a postpenitenciární péči od druhé poloviny 19. století do současnosti na území Moravskoslezského kraje. Práce objasňuje moderní trendy a směr, kterým se v současnosti penitenciární a postpenitenciární péče v Moravskoslezském kraji a v celé České republice ubírá. Tento cíl se soustředí na historický kontext, který je utvářen změnami v politice, právních předpisech nebo společenských hodnotách, které ovlivnily péči o vězně a bývalé vězně. V diplomové práci je využita kvalitativní výzkumná strategie - konkrétně tematická analýza. Výzkumná data jsou získávaná z primárních zdrojů i sekundárních zdrojů. Primární data jsou čerpána z Archívu města Ostravy, z archívu bezpečnostních složek a z archívu Vězeňské služby České republiky. Výsledkem diplomové práce je komplexní podrobný historický přehled vývoje penitenciární a postpenitenciární péče v Moravskoslezském kraji, zahrnující klíčové události, změny v legislativě, vznik nových institucí a programů, podrobný rozbor institucí a organizací zapojených do poskytování péče, včetně vězeňských zařízení, neziskových organizací, vládních agentur a dalších subjektů, dále pak objasnění moderních trendů v oblasti péče o osoby ve výkonu trestu a po jejich propuštění a také směru, kterým se v současnosti tato péče ubírá.

Abstract:

The aim of the thesis is to critically assess the historical development of penitentiary and post-penitentiary care, but also to clarify modern trends and the direction in which penitentiary and post-penitentiary care in the Moravian-Silesian Region and in the entire Czech Republic is currently heading. This objective focuses on historical context, such as changes in policy, legislation or societal values that have influenced the care of prisoners and ex-prisoners. The thesis uses the qualitative research strategy (thematic analysis). Research data is obtained from both primary and secondary sources. Primary data are drawn from the Archives of the City of Ostrava, from the archives of the security forces and from the archives of the Prison Service of the Czech Republic. The result of the diploma thesis is a comprehensive detailed historical overview of the development of penitentiary and post-penitentiary care in the Moravian-Silesian Region, including key events, changes in legislation, the creation of new institutions and programs, a detailed analysis of institutions and organizations involved in the provision of care, including prison facilities, non-profit organizations, government agencies and other entities, furthermore, clarification of modern trends in the field of care for persons serving a sentence and after their release, as well as the direction in which this care is currently taking.
