Keynesian and Neoclassical Regulation of Banks

Abstract:

The main function of banks in economy is financial intermediation. Banks accept the deposits and transform them mainly to the long term loans, banks also provide a system of payment. That’s why commercial banks play an important role in economy; they support the smooth functioning of the economy. Regulation is the classic example of government intervention into economy with the goal of abolishing the market imperfection, in case of banks this goal is abolish imperfect information and to ensure certain minimal quality of banks. The opponents of government interventions confront the defenders of regulation and they claim elimination of all state interventions. Liberal economists believe that market without any regulation and others state interventions is the best way, how to secure safeness of bank’s clients, and that bank regulation couldn’t be effective. On the contrary, they think that bank regulation only increases the riskiness due to moral hazard and due to taken away the incentive of clients to evaluate a bank safety and taken away the consequence of the client’s decision from the clients. The aim of this thesis is comparative Keynesian and neoclassical approaches to regulating banks oppose each other arguments of the two camps.

Abstract:

Hlavnou funkciou bánk je sprostredkovanie. Banky prijímajú vklady, tie premieňajú hlavne na úver a tiež uskutočňujú platobný styk. Majú tak veľmi dôležitú funkciu v ekonomike, umožňujú jej hladké fungovanie. Regulácia je klasický štátny zásah, ktorého cieľom je upravenie trhových nedokonalostí, v prípade bankového prostredia hlavne odstránenie informačnej nedokonalosti a záruka istej minimálnej kvality bánk. Odporcovia štátnych zásahov však oponujú zástancom regulácie a požadujú odstránenie všetkých štátnych zásahov. Liberálni ekonómovia veria, že trh bez regulácie a ostatných štátnych zásahov vie najlepšie zaistiť bezpečnosť klientov bánk a že regulácia bánk nikdy nebude efektívna, práve naopak, regulácia zvýši riziko bánk. A to hlavne vďaka morálnemu hazardu a faktu, že pri regulácii sa z klientov odoberá bremeno zodpovednosti za ich rozhodnutie. Cieľom predkladanej diplomovej práce je komparovať keynesiánsky a neoklasický prístup k regulácii bánk postaviť proti sebe argumenty týchto dvoch táborov.
