Regulation of lobbying activities in the Czech Republic

Abstract:

Bakalářská práce se věnuje lobbingu na území České republiky. Cílem bakalářské práce je zkoumat, jaké formy regulace byly a jsou na území ČR použity a jakým vývojem tato oblast prošla. Zaměřuje se na teoretické pojmy a poté charakterizuje historii regulace lobbingu ve světě a ČR. Práce tedy hledá odpověď na otázku: Jaké formy regulace lobbingu jsou v České republice navrhovány od roku 2004? Dílčími cíli této práce jsou charakterizovat pojem lobbing, identifikovat problematiku regulace, analyzovat dosavadní návrhy regulace. Práce se skládá z teoretické části a z části praktické. Je rozdělena do tří kapitol, kde první kapitola řeší lobbing na teoretické úrovni: vysvětluje typy lobbistů, definici lobbingu, historii lobbingu, ale také poukazuje na vztah mezi lobbingem a korupcí. Druhá kapitola se již zabývá tématem regulace lobbingu. Rozděluje ji na regulaci pomocí legislativy a regulaci nelegislativním přístupem. Dále také ukazuje regulaci v praxi ve zvolených státech. Poslední kapitola se již čistě věnuje České republice - popis regulatorních snah začíná v roce 2004 a končí začátkem roku 2014.

Abstract:

Bachelor thesis deals with lobbying in the Czech Republic. Aim of bachelor thesis is to examine which forms of regulation have been and are applied in the Czech Republic and by what development of this area has undergone. It focuses on theoretical notions thereafter characterizes the history of lobbying regulation in the world and also Czech Republic. The work seeks to answer the question: What forms of regulation of lobbying are proposed in Czech Republic since 2004? Partial objectives of this study are to characterize the concept of lobbying, identify regulatory issues, and analyze the current proposals for regulation. The thesis consists of a theoretical part and a practical part. It is divided into three chapters, the first chapter addresses lobbing at the theoretical level. Explains the types of lobbyists, the definition of lobbying, lobbying history, but also high lights the relationship between lobbying and corruption. The second chapter is already closer to the topic the work namely lobbying regulation. It divides it to regulation through legislation and regulation of non-legislative approach. It also points to the use of regulation in practice in selected states. The last chapter is exclusively devoted to Czech Republic. Description regulation begins in 2004 and ends in early 2014.
