The concept of R2P and its applicability in Libya and Syria

Abstract:

Cílem diplomové práce je najít souvislost mezi využitím konceptu R2P v případě Libye a nevyužitím konceptu v případě syrského konfliktu, a to na základě analýzy vývoje debaty mezi stálými členy Rady bezpečnosti během hlasování o předkládaných rezolucí během krize v Sýrii. Práce je rozdělena do dvou částí. První část představuje samotný koncept R2P a cestu mezinárodního společenství k němu od konceptu humanitární intervence, který formoval přístup k ochraně civilistů v situacích masového vraždění ve 20. století. Druhá část se věnuje jednotlivým konfliktům v Libyi a Sýrii, jejich příčinám, průběhu a (ne)využití konceptu R2P na ochranu civilistů proti vládnoucím režimům. Hlavní důraz je kladen na vývoj debaty v RB v případě syrského konfliktu a hledání vztahu mezi nezapojením mezinárodního společenství a vojenskou intervenci proti Kaddáfího režimu.

Abstract:

The aim of this diploma thesis is to find a link between the use of the R2P concept in the case of Libya and the non-use of the concept in the case of the Syrian conflict, based on an analysis of the debate between the permanent members of the Security Council during the voting procedures on the submitted resolutions regarding Syria. The thesis is divided into two parts. The first part focuses on the R2P concept itself and on the international community's path to it from the concept of humanitarian intervention, which shaped the approach to protecting civilians in mass murder situations in the 20th century. The second part focuses on the conflicts in Libya and Syria, their causes, the course and the (non) use of the R2P concept to protect civilians against ruling regimes. The main focus is on the development of the RB debate in the case of the Syrian conflict and the search for a relationship between the non-involvement of the international community and the military intervention against the Gaddafi regime.
