Analysis of the Impact of the CNB's Monetary Policy on the National Economy from 2008 to 2023

Abstract:

Cílem diplomové práce je rozbor a zhodnocení dopadů měnové politiky České národní banky (ČNB) na tuzemskou ekonomiku v letech 2008 až 2023. Za tímto účelem je podroben analýze transmisní mechanismus měnové politiky, respektive jeho čtyři kanály, kterými jsou úrokový kanál, úvěrový kanál, kurzový kanál a kanál cen aktiv. V teoretické části je nejprve stručně představena teorie měnové politiky společně s jejími cíli. Následně jsou popsány vybrané standardní i nestandardní nástroje centrální banky a také čtyři hlavní kanály měnové transmise. V rámci těchto kanálů jsou vymezeny hlavní (teoretické) kauzální vztahy a jejich (odhadovaná) časová zpoždění, která nastávají v důsledku aplikace měnověpolitických opatření. Na úvod praktické části práce je nejprve stručně představen institucionální rámec ČNB. Poté je vymezen rozsah aplikace nástrojů ČNB ve sledovaném období, aby mohl být následně proveden rozbor jejich dopadů na vývoj tuzemské ekonomiky, a to prostřednictvím analýzy jednotlivých transmisních kanálů. Ze závěrů celkově vyplývá, že se transmisní mechanismy ve sledovaném období vyvíjely v souladu s teorií. Výjimkou je kanál cen aktiv, který v podmínkách tuzemské ekonomiky hraje zanedbatelnou roli. Rovněž u dalších transmisních kanálů byly identifikovány určité nedostatky v jejich fungování. Ty zčásti pramení z nadměrného přebytku likvidity tuzemského bankovního systému, který vznikl v důsledku kurzového závazku. Jde například o nefunkčnost kanálu bankovního kapitálu, nižší reakci depozitních sazeb na změny repo sazby, rostoucí spontánní eurizaci tuzemského podnikového sektoru a žádný vliv měnověpolitické sazby na velikost vládních výdajů. Značný přebytek likvidity dále vystavuje ČNB měnovému a úrokovému riziku. K realizaci těchto dvou rizik došlo ve významné míře po roce 2021, kdy ČNB v důsledku kumulace ztrát dosahovala záporného kapitálu přes 500 mld. Kč.

Abstract:

The aim of the thesis is to analyse and evaluate the impact of the monetary policy of the Czech National Bank (CNB) on the domestic economy from 2008 to 2023. For that purpose, the monetary policy transmission mechanism is analysed, or rather, its four channels: the interest rate channel, the credit channel, the exchange rate channel, and the asset price channel. In the theoretical part, the theory of monetary policy is briefly introduced together with its goals. Then, the selected standard and non-standard instruments of the central bank, as well as the four main channels of monetary transmission, are described. Within these channels, the main (theoretical) causal relationships and their (estimated) time lags that occur due to the application of monetary policy measures are identified. At the beginning of the practical part of the thesis, the institutional framework of the CNB is shortly introduced. Then, the scale of the CNB's application of instruments in the analysed period is outlined so that their impact onthe domestic economy can be subsequently analysed through the examination of the individual monetary transmission channels. Overall, the results show that the transmission mechanisms during the analysed period evolved in line with economic theory. An exception is the asset price channel, which plays a negligible role in the domestic economy. Some imperfections in the operation of other transmission channels have also been identified. These partly result from the excess liquidity of the domestic banking system, resulting from the exchange rate commitment. The imperfections include the non-functionality of the bank capital channel, the lower responsiveness of deposit rates to changes in the repo rate, the increasing spontaneous euroization of the domestic corporate sector and the absence of any impact of the monetary policy rate on the size of government expenditure. Excessive liquidity further exposes the CNB to currency and interest rate risk. The materialisation of these two risks occurred significantly after 2021, when the CNB's accumulation of losses reached over CZK 500 billion.
