The Impact of Domestic Levels on the Negotiations in the International Organization: the Role of Brazil in the WTO during the Presidency of Cardoso and da Silva

Abstract:

Diplomová práce se zaměřuje na analýzu vlivu domácích faktorů na artikulaci a implementaci zahraničně-obchodní politiky Brazílie ve Světové obchodní organizaci (WTO). Zkoumaný časový úsek byl vymezen funkčním obdobím administrativy prezidenta Fernanda Henrique Cardosa (1995-2003), respektive Luíze Inácia Lula da Silvy (2003 - 2006). Na základě předpokladu, že domácí politika a její aktéři ovlivňují preference státu v mezinárodních vztazích a v rámci jednání na půdě mezinárodních organizací, která vychází především z teoretického rámce tzv. two-level game Roberta D. Putnama, diplomová práce ověřuje, zda změna domácí politické reprezentace a rozdílné zájmy jednotlivých sektorů národní ekonomiky měly ve sledovaném období (1995 – 2006) vliv na pozici Brazílie během jednání WTO.

Abstract:

The diploma thesis undertakes the analysis of the impact of the domestic level factors on the articulation of foreign trade policy of Brazil in the WTO during the presidency of Fernando Henrique Cardoso and Luíz Inácio Lula da Silva. The basic assumption is that preferences of the state actors are influenced by domestic actors which is the core concept of Putnam’s two-level game theory. The analysis confirms that Brazilian agribusiness interest groups influenced Brazilian stance during the multilateral trade negotiations in the WTO.
