The Generally binding decrees and orders of municipalities in the District Litoměřice

Abstract:

Vznik, či lépe řečeno znovuobnovení územní samosprávy, po roce 1989 přinesl pro obce možnost regulovat některé jevy a chování občanů vydáváním vlastních legislativních nástrojů – obecně závaznými vyhláškami a nařízeními obce. Zákon určuje rozsah kompetencí obce v této oblasti i proces tvorby těchto norem. Tato bakalářská práce je zaměřena na aktivity municipalit okresu Litoměřice, přičemž pozornost bude věnována především obcím s rozšířenou působností, obcím s pověřeným úřadem a vybraným obcím větší velikosti. Jsou zde též specifikovány oblasti, na které se tyto normy zaměřují.

Abstract:

The creation or rather recreation of territorial self-government after 1989 has brought the possibility of regulation of some phenomena and the behaviour of their citizens for the municipalities by issuing their own legislation tools – obligatory regulations and decrees of the municipality. The law regulates the competences in this area and the process of the creation of these regulations. This bachelor theses is focused on activities of the municipalities in the Litoměřice district, where the attention is paid primarily to municipalities with extended powers, to municipalities with authorized office and selected larger municipalities. Also the areas to which these regulations appeal are closer specified.
