The Reform of the UN Security Council from the Perspective of the G4 Countries

Abstract:

Obsahem této bakalářské práce je analyzovat z několika pohledů návrh reformy Rady bezpečnosti předložený v roce 2005 Brazílií, Japonskem, Indií a Německem (tzv. země G-4). Po historickém nástinu úsilí o reformu Rady bezpečnosti je návrh zemí G-4 analyzován z pohledu kritérií stanovených samotnou OSN ve zprávě Bezpečnější svět: Naše sdílená odpovědnost. Následující část se věnuje jednotlivým státům skupiny G-4 a analyzuje, zda tyto státy používají ve svém úsilí o stálé místo v Radě bezpečnosti shodnou argumentaci. Poslední část práce nahlíží na návrh zemí G-4 z pohledu ostatních zemí OSN a snaží se nalézt odpověď na otázku, zda má tento návrh šanci v reformním úsilí uspět.

Abstract:

The aim of this thesis is to analyse from several points of view a reform proposal of the UN Security Council proposed by Brazil, Japan, India and Germany in 2005 (so called G4 countries). The historical outline is followed by an analysis of the G4 reform proposal from the view of kriteria of the UN Report A More Secure World: Our Shared Responsibility. Next part focuses on G4 countries and analyses whether they use the same argumentation in their effort to become a UN Security Council permanent member. The last part deals with the G4 reform proposal from a view of other UN member states, trying to find out if the reform proposal has a possibility to succeed.
