Critical Infrastructure of the Czech Republic - Prospects of its Security and Resilience in the Light of the European Directive CER and Dynamics of the Security Environment

Anotace:

Diplomová práce se věnuje problematice kritické infrastruktury České republiky v kontextu budoucích dopadů transpozice EU směrnice CER na odolnost a bezpečnost. Práce si klade za cíl uvést čitatele do problematiky bezpečnosti a odolnosti kritické infrastruktury a předložit doposud nevyřešené otázky a k nim pak hypotézy pro možné budoucí postavení kritické infrastruktury státu v kontextu evropské směrnice CER, dynamického vývoje bezpečnostní situace v Evropě, ale i v širším celosvětovém bezpečnostně-politickém kontextu. Vzhledem k působení autora ve významném subjektu kritické infrastruktury státu, má autor kontinuální možnost jednat s klíčovými představiteli bezpečnostních složek s přesahem, který mu poskytuje členství jeho mateřské organizace v Asociaci kritické infrastruktury České republiky. Informace podléhající některému ze stupňů utajení podle zák. č. 412/2005 Sb. ve znění pozdějších předpisů, zákon o ochraně utajovaných informací a bezpečnostní způsobilosti, nejsou v této kvalifikační práci obsaženy.

Abstract:

The thesis focuses on the critical infrastructure of the Czech Republic in the context of the impact of the transposition of the EU CER Directive on resilience and security. The thesis aims to introduce the reader to the issue of security and resilience of critical infrastructure and to present the so far unresolved questions and hypotheses for the possible future position of the country's critical infrastructure in the context of the EU CER Directive, the dynamic development of the security situation in Europe, but also in the broader global security-political context. Due to the author's position in a major critical infrastructure entity of the state, he has a continuous opportunity to negotiate with key representatives of security forces with the overlap provided by his parent organization's membership in the Critical Infrastructure Association. Information subject to any of the classification levels under Act No. 412/2005 Coll., as amended, the Act on the Protection of Classified Information and Security Clearance, is not included in this qualification work.
