Using of the instrument of European Citizens Initiative in the CR: Problems and ways to their solution

Abstract:

Tato bakalářská práce se zabývá využíváním nástroje Evropské občanské iniciativy v České republice. Jedná se o policy paper, který sleduje, jaký zájem lze prozatím zaznamenat ze strany České republiky a českých občanů o využívání nástroje ECI, identifikuje nejdůležitější problémy s využíváním tohoto nástroje v českém prostředí, a doporučuje možná řešení těchto problémů – na rovině nastavení ECI, v právním prostředí ČR, u organizátorů ECI a také u samotných občanů ČR. Zvláštní pozornost je věnována iniciativě For only one time, jako zatím jediné ECI vzešlé z českého prostředí, jejíž představitelé a podporovatelé se ale nakonec rozhodli při prosazení svého návrhu využít jiné cesty.

Abstract:

This bachelor thesis focuses on using of the instrument of European Citizens Initiative in the Czech Republic. It is a policy paper that monitors the interest in the using of ECI by the Czech Republic and Czech citizens, identifies the most important problems with the using of this instrument in the Czech environment, and recommends possible solutions to these problems - at the level of ECI setting, at the level of legal setting in the Czech Republic, at the level of the ECI organizers and also at the level of the Czech citizens. The attention is also focused on initiative For only one time as the only ECI emerging from the Czech environment, whose representatives and supporters, however, decided to use other ways then ECI to promote their proposal.
