Possibilities and limits of state actors in pressuring respect for human rights – a case study of the Uyghur minority

Abstract:

Problematika hrubého porušování lidských práv ujgurské menšiny především v posledních dvou desetiletích rezonuje napříč mezinárodním společenstvím. Státní aktéři, nevládní organizace a média s rostoucí intenzitou poukazují na represivní opatření v autonomní oblasti Sin-ťiang, kterým mají Ujgurové ze strany čínské vlády čelit. Cílem práce je vymezení mechanismů nátlaku, kterých mohou státní aktéři při vymáhání dodržování lidských práv v případě Číny využívat. Práce klade důraz na analýzu konkrétních kroků, jež státy při snaze o zamezení diskriminace Ujgurů činní, a věnuje pozornost limitům unilaterálních a multilaterálních forem nátlaku.

Abstract:

The issue of gross violations of the human rights within the Uyghur minority has resonated across the international community, especially in the last two decades. State actors, NGOs and the media are increasingly pointing out the repressive measures in the Xinjiang Autonomous Region that the Uyghurs are facing from the Chinese government. The aim of this thesis is to define the mechanisms of coercion that state actors can use in enforcing respect for human rights in the case of China. The thesis analyzes specific steps that states take in their efforts to prevent discrimination of Uyghurs, and pays attention to the limits of unilateral and multilateral forms of coercion.
