Efficiency of communication and of mechanisms of control inside the European Parliament

Abstract:

The paper seeks to explain who holds decisive powers in the European parliament’s decision-making proceses. Members of the European parliament are subjected for two principals, national political parties and political groups in the EP, that have a stake to influence their legislative choices. These actors thus hold the power to influence the decisions taken by members of the European Parliament. The aim of the paper is therefore to provide sufficient explanation about the influences these pricipals conduct in the EP. The paper analyses four different categories. First is the internal organisation of and tools of control in the political groups. Second is the internal decision-making processes inside of political groups. Third is internal cohesion of members of the political groups. Lastly, the focus is laid on the voting cohesion of MEPs. These categories creates an general framework how the explanation goes. They cover the working of political groups in the EP in its complexity. The findings reveal that national political parties remain the most influential actor in the EP and the political groups are more similar to confederations of like-minded individuals.

Abstract:

Táto práca podáva vysvetlenie, kto rozhodujúco ovplyvňuje legislatívny proces Európskeho parlamentu. Členovia Európskeho parlamentu majú tzv. dvoch pánov – národná politická strana a politická skupina v EP, ktorí majú záujem vplývať na ich legislatívne rozhodnutia. Cieľom tejto práce je preto podať dostatočné vysvetlenie o kontrole, ktoré títo aktéri vykonávajú v EP. Práca analyzuje štyri odlišné kategórie, v ktorých takéto vplyvy existujú. Prvou je vnútorná organizácia a nástroje kontroly politických skupín v EP. Druhou sú interné rozhodovacie mechanizmy v rámci politických skupín. Treťou je ideologická súdržnosť členov politických skupín. A nakoniec je dôraz kladený na hlasovaciu kohéziu europoslancov. Tieto kategórie vytvárajú všeobecnú štruktúru, akú vysvetlenie sleduje. Kategórie pokrývajú fungovanie politických skupín v ich komplexnosti. Výsledky ukazujú, že národné politické strany zostávajú najvplyvnejším aktérom v EP a politické skupiny sú skôr konfederácie rovnako zmýšľajúcich členov.
