The Change of development cooperation strategy of World Bank

Abstract:

V roce 1999 Světová banka (SB) ohlásila novou strategii rozvojové spolupráce Poverty Reduction Strategy Papers. Cíl předkládané práce je zjistit, proč se SB k proměně své rozvojové strategie uchýlila. Toto bude zjišťováno na základě analýzy reformního procesu SB, jehož počátky se dají vystopovat již od konce 80. let. Hledány budou kauzální souvislosti mezi vlivy jednotlivých aktérů a faktorů na proměnu politiky SB a politickými a institucionálními změnami v její politice, které se v této době udály. K analýze bude použita optika konstruktivismu a další dílčí konstruktivistické teorie – teorie byrokratické kultury.

Abstract:

In 1999 the World Bank (WB) announced a new development cooperation strategy called Poverty Reduction Strategy Papers. The aim of the presented thesis is to find out why WB changed its development strategy. The analysis will be based on description of the reform process of WB, whose outset can be traced to late 80s years. In the description of the reform process I will search for causal connection between the effects of the various actors and factors on the transformation of WB policy and political and institutional changes in that policy which took place at the time. For the analysis I will use the theory of constructivism and the theory of bureaucratic culture.
