Comparative analysis of strategic plans of the city Litoměřice and Havlíčkův Brod in selected areas

Abstract:

Práce se zaměřuje na zhodnocení a porovnání strategických plánů dvou populačně obdobných měst Litoměřice a Havlíčkův Brod, a to v oblastech školství, sport a volný čas. Dílčí cíle dále tvořilo zhodnocení naplňování strategických plánů ze strany měst a vyhodnocení oblasti školství v plánech v kontextu Strategie MŠMT 2030+. Z výsledku porovnání byly mezi městy zjištěny odlišnosti v rámci tvorby a naplňování strategického plánu v obou městech. Bylo zjištěno, že město Litoměřice své stanovené cíle pomocí konkrétních aktivit naplňuje, město Havlíčkův Brod naopak všechna svá stanovená opatření nenaplňuje. Provázanost strategických plánů v oblasti školství se Strategií MŠMT byla poté u obou měst nízká. Na základě analýz obou plánu byly vymezeny silné a slabé stránky strategických a akčních plánů obou měst a následně návrhy na jejich vylepšení.

Abstract:

This thesis focuses on the evaluation and comparison of strategic plans of two population-like cities - Litoměřice and Havlíčkův Brod, in the areas of education, sports and leisure. The partial goals also consisted of the evaluation of the fulfillment of strategic plans by the cities and the evaluation of the area of education in the plans in the context of the Strategy of the Ministry of Education, Youth and Sports 2030+. The results of the comparison revealed differences between the cities in the creation and implementation of the strategic plan in both cities. It was found that the city of Litoměřice is fulfilling its set goals through specific activities, while the city of Havlíčkův Brod is not meeting all its set goals. The coherence of strategic plans in the field of education with the Strategy of the Ministry of Education, Youth and Sports was low in both cities. Based on the analyzes of both plans, the strengths and weaknesses of the strategic and action plans of both cities were identified, followed by suggestions for their improvement.
