Party Switching in Czech Politics

Abstract:

Práce se zabývá výskytem fenoménu „přeběhlictví“ v české politice během dvou volebních období 2002–2006 a 2006–2009. Okrajově se věnuje také politické defekci, tedy hlasování v rozporu se stranickou linií, která s „přeběhlictvím“ může souviset. V textu je využita adaptovaná typologie přechodů, do jejíhož rámce jsou zasazeny poznatky z obou období a zaznamenána četnost jednotlivých typů přechodů. Práce se zaměřuje na důsledky, které „přeběhlictví“ přineslo, možné motivace aktérů a způsoby, jak přestupům zabránit nebo jejich výskyt alespoň omezit. Ukázalo se, že se „přeběhlictví“ objevilo v obou obdobích a to jak ve směru od vlády, tak také od opozice. Poslanci většinou s odchodem ze strany odešli i z poslaneckého klubu strany. V druhém období byl zaznamenán nárůst přechodů.

Abstract:

This work is concerned with the phenomenon of party switching in Czech politics in two legislative terms of 2002–2006 and 2006–2009. It also touches upon the problem of political defection, that is, voting against the general line of the party, which is a phenomenon that can be related to “party switching”. In the work is used an adaptation of a typology of switching, which incorporates information about switches within both the legislative terms and includes incidence of switching. This work focuses on the consequences “party switching” brought, on possible motivation of actors, and ways to prevent switching or at least limit its incidence. It has been shown that “party switching” occurred in both of the examined terms, both from the government and from opposition. In most cases, those deputies who left a party have also left a deputy club of the party. In the second term there has been registered growth in number of switches.
