Zajištění BOZP na staveništi zhotovitelem stavby

Abstract:

Tato diplomová práce se zabývá vytvořením desek BOZP (bezpečnosti a ochrany zdraví při práci) staveniště zhotovitelem stavby pro pozemní stavbu středního rozsahu. Cílem je vytvořit konkrétní desky BOZP staveniště pro danou stavbu dle platných zákonů, nařízení vlády a vyhlášek, které mohou nadále sloužit zhotoviteli stavby jako optimální vzor pro rozsahově podobné stavby. V teoretické části jsou popsány veškeré zákony, nařízení vlády a vyhlášky, které se přímo týkají zhotovitele stavby a jeho povinností jako zaměstnavatele a zároveň jako zhotovitele stavby v oblasti zajištění bezpečnosti a ochrany zdraví při práci na staveništi. Dále jsou zde popsáni další účastníci výstavby, kterých se desky BOZP staveniště přímo či nepřímo dotýkají, což je zejména zhotovitel stavby, zadavatel stavby, koordinátor BOZP na staveništi a odborně způsobilá osoba (OZO) v prevenci rizik a požární ochraně (PO). V navazující aplikační části této diplomové práce jsou již zpracovány konkrétní desky BOZP staveniště pro stavbu „Obchodní akademie a Jazyková škola s právem státní jazykové zkoušky Písek, změna dokončené stavby - nástavba s podkrovní vestavbou“. Samotné zpracování těchto desek BOZP staveniště vychází jednoznačně ze zákonných předpisů uvedených v teoretické části této práce a dále z mých praktických zkušeností s vykonáváním funkce OZO v prevenci rizik a PO, respektive z psaní konkrétních desek BOZP staveniště během mé pracovní činnosti za posledních 10 let. V závěru jsou zhodnocené získané podklady a vytvořené desky BOZP staveniště s jejich možným přínosem v podobě vzoru pro další podobné stavby.

Abstract:

This diploma thesis concentrates on the appointment of OHS (occupational health and safety) portfolio on construction sites by a contractor for medium-scale building constructions. The aim is to create specific OHS portfolio on construction sites for specific projects, in accordance with the applicable laws, government regulations and decrees, which will continue to serve the contractor as an optimal model for other similar works. The theoretical part describes all applicable laws, government regulations and decrees applying directly to contractors and their duties as an employer, and as a contractor in the area of occupational health and safety at work on a construction site. Furthermore, the thesis describes other participants involved in the construction affected directly or indirectly by OHS portfolio, in particular contractors, contracting authorities, OHS coordinators on-site and a competent person appointed to be responsible for risk prevention and fire protection. The follow-up application part of this diploma thesis introduces prepared specific OHS portfolio for a construction project entitled "Business Academy and Language School with Accreditation for State Language Examination in Písek, alteration to the completed building - superstructure with loft conversion". The actual development of this OHS portfolio is clearly based on the statutory regulations listed in the theoretical part of the thesis and also on my practical experience of being a competent person responsible for risk prevention and fire protection, based on the creation of specific OHS portfolio for construction sites during the last ten years of my work experience. The conclusion includes collected and assessed data on the OHS portfolio with their possible contribution suggested as a pattern for other similar construction projects.
